Agenda Number: 12 Section Name: CONSENT CALENDAR Account Number: 10-6121 File ID: 26-11138 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: June 1, 2026
SUBJECT:

Downtown Landscape Maintenance Services — Agreement
RECOMMENDATION:

Approve an agreement for a total of $415,260 over five years with Brightview Landscaping Services, Inc. for Downtown Landscaping Maintenance Services in the amount of $166,104 per year for two years, with up to three one-year extensions; and authorize the City Manager to execute the agreement substantially the form presented. Authorize a five- percent contingency amount of up to $4,153 per year for a total contingency not to exceed $20,765. Authorize the City Manager to execute all change orders, amendments, and extensions within the contingency amount.

BACKGROUND:

In pursuit of a clean, verdant, and pleasant downtown area, Parks and Landscape Division contracts planting, irrigation, and maintenance of more than 100 pots and planters, including replacement with seasonal flowers four times per year.

The Division solicited bids via the City's Bid Posting website and an advertisement on March 10,2026, in the local newspaper. Four bidders responded.

Valesco Landscaping: $141,556
Brightview Landscaping Services, Inc.: $166,104
K&K JL Services, Inc.: $218,256
New Image Landscape Company: $296,000
Valesco Landscaping’s bid did not meet two requirements. The bid specifications required each bidder to have a Contractors License for at least five years, which they did not meet. Velasco Landscaping also does not hold a Pesticide Application License.

Accordingly, staff recommends that Brightview Landscaping Services, Inc. be awarded the agreement as the lowest responsive and responsible bidder. This agreement would be for a minimum of 2 years, with three-1-year extensions, for a total amount of $415,260. Brightview Landscaping Services, Inc. has been a contractor with the City for many years and has demonstrated their ability to maintain the downtown in a clean, aesthetically pleasing, and healthy manner.

BUDGET IMPACT:

There are sufficient funds for this work in the operating budget. This agenda report is for contract authority only.

ENVIRONMENTAL DETERMINATION:

(CEQA Guidelines Section 15301.)
