Agenda Number: 20 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 26-11247 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: June 15, 2026
SUBJECT:

El Camino Real Streetlight Relocation Project — Agreement RECOMMENDATION:

Approve an agreement with Bay Area Lightworks, Inc. for the El Camino Real Streetlight Relocation Project in the amount of $190,000; establish a contingency reserve in the amount of $28,500; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the amount of the contingency reserve.

BACKGROUND:

The City owns and maintains the streetlighting system along El Camino Real. The El Camino Real Streetlight Relocation Project (Project) will enhance pedestrian access around seven (7) streetlight poles located between 22nd Avenue and 27th Avenue. The Engineer’s Estimate for the Project is $235,000.

In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain bids for the Project.

A Notice Inviting Sealed Proposals was issued to advertise the Project on February 3, 2026. On the March 3, 2026, the bid opening date, three (3) bids were received. Per the requirements specified in the Contract Book, bids were compared based on the total bid amount. Upon receiving bids, staff determined that the low bidder was non-responsive. In addition, the second low bidder was significantly higher than the engineer’s estimate. On April 6, 2026, City Council approved a Resolution rejecting all bids and authorized re-advertisement of the Project.

The project was re-advertised on April 7, 2026. On the April 28, 2026 bid opening date, one (1) bid was received. The bid is listed below.

Contractor Base Bid Amount
Bay Area Lightworks, Inc. $190,000.00
After review of bid documents, staff determined that Bay Area Lightworks, Inc. is the lowest responsive, responsible bidder. Therefore, staff recommends Bay Area Lightworks, Inc. be awarded this construction agreement.

BUDGET IMPACT:

This agreement will be funded by both the Citywide Street Lights Program (Project No. 463004) and the Citywide Sidewalk Repair Program (Project No. 463231). Sufficient funds are available in both project budgets to fund the agreement and contingency reserve.
