Agenda Number: 23 Section Name: CONSENT CALENDAR Account Number: 72-4675 File ID: 26-11214 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: June 15, 2026
SUBJECT:

Uniform Laundry Services – Agreement
RECOMMENDATION:

Approve a three-year agreement with Alsco Uniforms for uniform laundry services in an amount not to exceed $300,000; establish an annual contingency in the amount of $10,000 per agreement year; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue amendments within the contingency amount.

BACKGROUND:

The City has two operating departments, Parks and Recreation and Public Works, requiring uniform rentals and laundry cleaning services including furnishing shirts, pants, coveralls, lab coats, red shop towels, floor mats, work jackets, and the associated laundering of these items. An outside contractor is needed to provide an array of laundry services that range from uniform rentals to weekly pick-up and cleaning of uniforms and facility items from four different sites throughout the City, including the Wastewater Treatment Plant, Corporation Yard, Park Yard, and Poplar Creek Golf Course.

In March 2026, the City issued a Request for Proposals (RFP) outlining specific criteria for performing uniform laundry services for a three-year term. The City received three (3) total proposals. Staff reviewed and assessed each submitted proposal based on the following criteria: Organization and Experience, Capacity to Meet Key Service Level Needs, Approach and Understanding, Quality of Rental Uniforms, and Cost Proposal. These factors were then assessed and weighted according to the RFP guidelines. The results of the scoring were:

Company Average Score
(100 Max) Ranking
Alsco Uniforms 80.19 1
Prudential Uniform Supply 65.94 2
Cintas Corporation 9.50 3
Staff evaluators then exercised their option stated in the RFP to interview the top two (2) scoring candidates in May 2026.

The companies were both asked the same set of questions in the interviews, with a maximum rating score of 50 points.

Alsco Uniforms received the highest score, with an average score of 41.50, compared to Prudential Uniform Supply’s average score of 35. Based on the results of the evaluation and interviews, in addition to checking references with other municipal agencies, staff identified Alsco Uniforms as the recommended service provider.

CITY OF SAN MATEO
Staff recommends awarding the Parks and Recreation and Public Works Uniform Laundry Services Agreement to Alsco Uniforms, as its proposal and interview received the highest average score based on the established rating criteria. To address potential market fluctuations and unknown additional expenses, staff also recommends establishing an annual contingency in the amount of $10,000, renewed each year of the agreement, to be used within the agreement term for which it is reserved.

BUDGET IMPACT:

Funding for uniform laundry services is included in the Parks and Recreation and Public Works Departments’ operating budgets. Any additional funding needs in subsequent fiscal years will be addressed as part of the budget development process.

ENVIRONMENTAL DETERMINATION:

This service is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)
