Agenda Number: 18 Section Name: CONSENT CALENDAR Account Number: 82-4681 File ID: 26-11244 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: June 15, 2026
SUBJECT:
Senior Center Roof Improvements Project — Agreement
RECOMMENDATION:
Award an agreement to Fog City Roofing & Construction, LLC for construction on the roof at the Senior Center in the amount of $249,069; establish a contingency reserve in the amount of $25,000; and authorize the Public Works Director to execute the contract in substantially the form presented and issue change orders within the contingency amount.
BACKGROUND:
The Senior Center has served the community for over thirty-five years. The building’s roof structure consists of flat gravel and sloped wood shingle. The wood shingle has been subjected to decades of moisture and leaks, which have been an on- going issue at the facility for years. In 2023, a Citywide roof assessment identified this specific location as a potential health and safety risk due to the compromised roof structure. Therefore, funding for this project was provided in Fiscal Year 2025-26.
In February 2026, the City engaged Bartos Architecture, Inc. to produce design specifications related to the roof improvements as required by the California Building Code. The bid documents for this project were subsequently advertised in April 2026. Bids were received on May 12, 2026, with the following results:
Company Bid Amount
Fog City Roofing & Construction, LLC $249,069
RK Roofing & Construction $289,000
State Roofing Systems $312,646
ALCAL Specialty Contracting $503,236
Stronger Building Services $520,000
Staff recommends the agreement be awarded to Fog City Roofing & Construction, LLC as the lowest responsive and responsible bidder. Staff also recommends a 10% contingency because of expected unknown conditions that will be uncovered during construction given the age and condition of the existing roof.
BUDGET IMPACT:
The Citywide Facility Roof Replacements Project (46F056) currently has sufficient capital budget to fund this construction contract and contingency reserve.
