Agenda Number: 21 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 26-11248 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: June 15, 2026
SUBJECT:

Citywide Street Rehabilitation Package 6-B2 — Agreement RECOMMENDATION:

Approve an agreement with G. Bortolotto & Company, Inc. for construction services in the amount of $2,895,986.95; establish a contingency reserve in the amount of $435,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the contingency amount.

BACKGROUND:

The Citywide Street Rehabilitation Package 6-B (Package) is part of the Public Works Pavement Management Program (PMP). The City entered into an Agreement with Nichols Consulting Engineers, Inc. in May 2024 to design Package 6-B, and the Package was split into two phases, PMP 6-B1 and PMP 6-B2. PMP 6-B1 was completed in Spring 2026 and repaved nine street segments. The second phase of the Package (PMP 6-B2) will repave ten street segments (see Attachment 2). PMP 6- B2 has an Engineer’s Estimate of $4,220,000.

In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain bids for PMP 6-B2.

PMP 6-B2 was advertised on April 23, 2026. On May 14, 2026, nine bids were received. The bids received are listed below in order of increasing bid amount.

Contractor Base Bid
G. Bortolotto & Company, Inc. $ 2,895,986.95
O'Grady Paving, Inc. $ 3,123,429.75
Teichert Construction $ 3,132,702.00
Desilva Gates Construction LLC $ 3,156,156.00
Radius Earthwork, Inc. $ 3,233,465.30
McGuire & Hester $ 3,334,928.00
Interstate Grading & Paving, Inc. $ 3,415,045.00
Kerex Engineering $ 3,689,000.00
Rapid Grading Services $ 3,801,369.68
After review of bid documents, staff determined that G. Bortolotto & Company, Inc. is the lowest responsive, responsible bidder. Therefore, staff recommends G. Bortolotto & Company, Inc. be awarded this construction agreement. In addition, staff recommends a contingency of 15% be established given potential unforeseen subgrade conditions.

Construction is anticipated to start in Summer 2026.
