6 CITY OF SAN MATEO
RESOLUTION NO. ____ (2026)
APPROVING ALTERNATIVE PURCHASING PROCEDURE FOR AN AGREEMENT WITH MILLBRAE COMMUNITY
TELEVISION, INC FOR CABLECASTING, CHANNEL MANAGEMENT, MAINTENANCE
AND ENGINEERING SUPPORT SERVICES
WHEREAS, the City of San Mateo has a need for professional public meeting broadcasting, live streaming, playback administration, and support for the City’s public, education, and government (PEG) channel; and
WHEREAS, renewal without a competitive bidding process is necessary to avoid potential service disruptions that could result from a transition, which would adversely impact the City’s ability to conduct, broadcast, and stream public meetings; and
WHEREAS, in accordance with San Mateo Municipal Code section 3.60.050(b) agreements may be awarded without competitive bids if calling for bids would be impracticable, unavailing or impossible and the City Council sets forth findings designating the reasons; and WHEREAS, City staff recommends approval of the agreement with Millbrae Community Television, Inc. (MCTV) for Cablecasting, Channel Management, Maintenance and Engineering Support Services.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY FINDS and RESOLVES that:
1. This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
2. In accordance with Municipal Code section 3.60.050 (b), calling for bids would be impracticable because:
a) MCTV has specialized knowledge of the equipment in the Council audio visual control room and Council Chamber based on their years of providing service for cablecasting, channel management, maintenance, and engineering support services; and b) Approval of an alternative purchasing procedure for this agreement would avoid potential service disruptions that could result from a transition, which would adversely impact the City’s ability to conduct, broadcast, and stream public meetings.
3. The agreement with MCTV for Cablecasting, Channel Management, Maintenance and Engineering Support Services, in the amount an amount up to $57,000 annually, with the total amount payable not to exceed $166,000 for three years is approved.
4. The City Clerk is authorized to execute the agreement in substantially the form submitted, on behalf of the City.
