Agenda Number: 8 Section Name: CONSENT CALENDAR Account Number: 10-2311 File ID: 26-11363 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Human Resources Department
MEETING DATE: July 20, 2026
SUBJECT:

Pump Station Mechanic I/II and Pump Station Mechanic III Job Specification – Amendment RECOMMENDATION:

Adopt a Resolution to amend the Pump Station Mechanic I/II and Pump Station Mechanic III job specifications to remove the California Water Environment Association (CWEA) Collection Systems Maintenance Certification requirement from the minimum qualifications and add the CWEA Mechanical Technologist Certification as a preferred qualification.

BACKGROUND:

After a recent review of the job specifications by the Public Works Department and Human Resources Department, it was identified that the CWEA Collection Systems Maintenance Certification was not required for employees to perform the essential job functions of the Pump Station Mechanic I/II and Pump Station Mechanic III positions. The CWEA Certification is required for the Wastewater Treatment Plant Operator and Wastewater Treatment Plant Mechanic positions by the California State Water Resources Control Board.

Furthermore, the Public Works Department would like to add the Mechanical Technologist Certification as preferred certification. Although not required by the California State Water Resources Control Board, this certification is more in alignment with the job duties of the Pump Station Mechanic I/II and Pump Station Mechanic III positions in the Field Maintenance Department.

As a result, the City is revising the minimum qualifications for the Pump Station Mechanic I/II and Pump Station Mechanic III job specifications, as outlined below:

Pump Station Mechanic II
Possession of a CWEA Collection System Maintenance Mechanical Technologist Grade II (or higher) Certification or the ability to obtain one within 12 months of date of hire and retain the certification while employed in this position is preferred.

Pump Station Mechanic III
Possession of a CWEA Collection System Maintenance Mechanical Technologist Grade III (or higher) Certification or the ability to obtain one within 12 months of date of hire and retain the certification while employed in this position is preferred.

SEIU was notified and requested to meet and confer and subsequently accepted the proposed changes on May 18, 2026.

BUDGET IMPACT:

There is no fiscal impact as there is sufficient funding within the current budget to support salary schedule revision.
