PREPARED BY: Public Works Department
MEETING DATE: July 20, 2026
SUBJECT:
Storm Drain Master Plan Update — Agreement
RECOMMENDATION:
Approve an agreement with Schaaf & Wheeler for the Storm Drain Master Plan Update in the amount not to exceed $129,770; establish a contingency reserve of $13,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue amendments within the contingency reserve.
BACKGROUND:
In January 2024, staff issued a Request for Proposals (RFP) for the Storm Drain Master Plan update (SDMP Update), with two proposals submitted by qualified engineering consulting firms. After evaluating the proposals and interviewing the consultant teams, staff selected Schaaf & Wheeler (S&W) to provide services for the SDMP Update. Staff determined S&W was best qualified for this project due to their technical expertise and in-depth experience completing master plans for neighboring jurisdictions.
The approved scope of the SDMP Update included collection of bathymetric data of Marina Lagoon, performing an existing conditions assessment of key elements of the storm drain infrastructure, updating the hydrologic and hydraulic model of the City's stormwater, identifying capital improvement projects to address system deficiencies, and prioritizing the capital improvement projects based on a set of scoring factors.
Over the course of preparing the SDMP Update, the City identified additional scope items which were above and beyond the original scope of the SDMP Update. The additional scope items included additional pump station assessments, design of improvements at 2nd Avenue and Delaware Street, additional meetings with both City staff and external stakeholders (including OneShoreline, San Francisco Public Utilities Commission, and neighboring cities), advancement of six projects to 10% design for inclusion in future grant applications, and additional analysis to support as-needed tasks related to the SDMP Update following report finalization.
S&W’s agreement has expired; a new agreement is required to complete the additional tasks for the SDMP Update. The scope of work in this agreement continues work from the previous agreement (e.g., updating and finalizing the SDMP Update report) and includes the additional scope items (e.g., additional pump station assessments, design of improvements at 2nd Avenue and Delaware Street, etc.). Based on the above, staff recommends approval of this agreement and associated contingency reserve for any potential unforeseen issues.
BUDGET IMPACT:
Currently, there is sufficient budget in the Stormwater System Management and Improvement Program (46W002) to
CITY OF SAN MATEO
accommodate the additional budget and scope.
ENVIRONMENTAL DETERMINATION:
This Project is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).) STRATEGIC PLAN ALIGNMENT:
This staff report support the Infrastructure initiative.
