PREPARED BY: Public Works Department
MEETING DATE: July 20, 2026
SUBJECT:
Collection System Construction Management Services for the Clean Water Program – Amendments RECOMMENDATION:
Approve Amendments No. 4 to professional service agreements with Tanner Pacific, Inc. and Townsend Management, Inc. to continue providing as-needed construction management services for the Clean Water Program’s Wastewater Treatment Plant and Collection System Rehabilitation projects to extend the term of each agreement through January 1, 2028; increase the agreement with Tanner Pacific, Inc. by $350,000 for a new total agreement amount not to exceed $6,350,000 and authorize the Public Works Director to execute the amendments in substantially the form presented and approve future amendments within the approved updated budget.
BACKGROUND:
The Clean Water Program (CWP) includes improvements to wastewater system capacity, flow management, and inflow and infiltration reduction to comply with regulatory requirements. Construction management services provide as-needed support for the remainder of the CWP Wastewater Treatment Plant (WWTP) and collection system improvement projects, which include improvements to various WWTP process facilities, new capacity relief sewers, sewer rehabilitations/repairs, and lift station improvements.
On June 21, 2021, City Council approved agreements with Tanner Pacific, Inc. (Tanner Pacific) and Townsend Management, Inc. (Townsend Management) to provide as-needed construction management services for various CWP collection system projects under the CWP. Each agreement was approved for an amount not to exceed $3,000,000 with a term of three years.
On August 15, 2022, City Council approved amendments (Amendment No. 1) to both Tanner Pacific and Townsend Management agreements to include construction management services for WWTP projects, with no additional cost to the original agreement amounts, and to extend the term of the agreements from three years to five years to July 2026.
On June 20, 2023, City Council approved amendments (Amendment No. 2) to both Tanner Pacific and Townsend Management agreements to increase each agreement amount by $2,000,000 for a revised total agreement amount of $5,000,000 for each agreement.
On April 21, 2025, City Council approved amendments (Amendment No. 3) to both Tanner Pacific and Townsend Management agreements to increase each agreement amount by $1,000,000 for a revised total agreement amount of $6,000,000 for each agreement and to extend both agreements through January 1, 2027.
Amending the construction management services agreement for Tanner Pacific to increase the agreement amount and extend the agreement timeline, and amending the construction management services agreement for Townsend
CITY OF SAN MATEO
Management to extend the agreement timeline will allow for the full inclusion of the CWP’s remaining WWTP and collection system projects. Based on current project estimates, Townsend Management should be able to conclude its projects without increasing the agreement amount. Please see Attachment 3 for cost estimates.
Amendments No. 4 will be the final amendment to the existing Tanner Pacific and Townsend Management construction management services agreements. To support future construction management needs beyond the completion of the current CWP work, the City intends to issue a new Request for Qualifications for as-needed construction management services.
Based on the above, staff recommends approval of each Amendment No. 4 to extend the agreements with Tanner Pacific and Townsend Management through the anticipated January 1, 2028, completion of the CWP’s planned construction and project closeouts, and to increase Tanner Pacific’s agreement amount by $350,000 for a new total agreement amount of $6,350,000.
BUDGET IMPACT:
There are sufficient funds in the various Clean Water Program projects available to fund these amendments.
ENVIRONMENTAL DETERMINATION:
The City prepared a Final Programmatic Environmental Impact Report (Final PEIR) in accordance with the California Environmental Quality Act (CEQA) (SCH No. 2015032006). The PEIR was certified by Council on June 6, 2016. In accordance with CEQA, the Final PEIR serves as the primary environmental compliance document for implementation of the Clean Water Program. The City prepared Addenda to the Final PEIR that were approved on July 16, 2018 (Addendum 1) and April 15, 2019 (Addendum 2). This work is within the scope of the project evaluated in the PEIR and Addendum.
