Agenda Number: 13 Section Name: CONSENT CALENDAR Account Number: 10-4661 File ID: 26-11387 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: July 20, 2026
SUBJECT:
19th Avenue / Fashion Island Blvd Multimodal Improvements Project – Adoption RECOMMENDATION:

Adopt a Resolution authorizing the City to request to the One Bay Area Grant (OBAG) 3 Regional Discretionary Funding for the 19th Avenue and Fashion Island Boulevard Multimodal Improvements Project (Project) to allocate grant funding in the amount of $3,375,000 to the construction phase and to act as the implementing agency for the Project by updating the original OBAG 3 application.

BACKGROUND:

The City of San Mateo is advancing the 19th Avenue and Fashion Island Boulevard Multimodal Improvements Project (Project), which aims to improve traffic congestion while enhancing safety, connectivity, and access for people walking, biking, driving, and taking transit along the corridor from Pacific Boulevard to Mariners Island Boulevard.

As part of the project delivery assistance it provides to local agencies, the San Mateo County Transportation Authority (SMCTA) has served as the implementing agency for the planning and design phases of the Project. Working closely with the City throughout project development, SMCTA administered grant funding and submitted the OBAG 3 grant funding application on the project‘s behalf in 2023-2024. The City strongly supported the application, including providing a signed letter of support from the Mayor. The Project was subsequently awarded $3,375,000 for construction of the Project.

As the project advances toward construction, SMCTA and the City have determined that the City should serve as the implementing agency for the construction phase. As the project sponsor and local jurisdiction, the City can most effectively oversee construction, coordinate with partner agencies (including Caltrans and SMCTA), manage delivery, and administer the associated grant funding.

This change requires MTC Commission approval to revise the OBAG 3 award recipient, update the original appplication and a corresponding update to the 2027 Transportation Improvement Program (TIP) to identify the City as the implementing agency for the OBAG 3 construction funds.

MTC requires a Resolution of Local Support from the new implementing agency before programming the funds through the 2027 TIP. The attached resolution (Attachment A) satisfies this requirement and confirms the City's commitment to deliver the Project and comply with applicable funding and program requirements.

BUDGET IMPACT:

Approval of the resolution is an administrative requirement necessary to transfer implementing agency responsibilities for the construction phase from SMCTA to the City of San Mateo. The action does not affect the amount of OBAG 3 funding previously awarded to the Project, does not require any additional local matching funds beyond those already identified

CITY OF SAN MATEO
for the Project, and does not create any new financial obligations for the City. Rather, it enables MTC to program the previously awarded construction funds under the City's sponsorship and management.

ENVIRONMENTAL DETERMINATION:

The proposed resolution authorizing a request for Project funding is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).) CEQA review of the Project itself will take place when a construction contract is awarded.

STRATEGIC PLAN ALIGNMENT
This report supports the Transportation initiative.
