PREPARED BY: Public Works Department
MEETING DATE: July 20, 2026
SUBJECT:

Basin D Sanitary Sewer Rehabilitation Project – Bid Rejection RECOMMENDATION:

Adopt a Resolution to reject all bids received for the Basin D Sanitary Sewer Rehabilitation Project and authorize the Public Works Department to initiate a second Notice Inviting Bids.

BACKGROUND:

The Clean Water Program (CWP) is improving the City of San Mateo’s sanitary sewer system to prevent sanitary sewer overflows and unauthorized discharge of sewage. As part of the CWP, the annual sanitary sewer rehabilitation project proactively upgrades and rehabilitates aging sewer pipes to reduce inflow and infiltration.

Basin D includes those City areas west of Highway 101, south of Highway 92 and 9th Avenue, and north of 27th Avenue and Belmont. All Basin D sewers were evaluated using video inspection, with identified priority defects included in the project for repair. This work will ensure proper operation of the sewer collection system, reduce infiltration and inflow, and fix defects to prevent potential sanitary sewer overflows. The project includes the following sewer work: pipe spot repairs, full segment pipe replacements, rehabilitation and replacement of manholes, trenchless cured-in-place pipe spot repairs, pre- and post-installation video inspections, and site restorations.

In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain bids for the Project.

A Notice Inviting Sealed Proposals was issued to advertise the Project on May 14, 2026. On the bid opening of June 11, 2026, six (6) bids were received. Per the requirements specified in the Contract Book, bids were compared based on the total bid amount.

Contractor Base Bid Amount
Express Plumbing (EPS), Inc. $4,136,058.00
DeVaney Engineering, Inc. $5,127,614.00
Westland Contractors, Inc. $5,247,820.00
C2R Engineering, Inc. $5,514,330.00
WestRock Engineering, Inc. $5,683,402.00
JDB & Sons Construction, Inc. $5,884,500.00
Upon receiving bids, staff determined that there were inconsistencies in the detailed bid costs for the lowest two bidders.

Therefore, staff recommends rejecting all bids pursuant to San Mateo Municipal Code section 3.60.040(a)(4). City staff will readvertise the Project immediately.
