FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: July 20, 2026
SUBJECT:
Marina Lagoon Operations and Maintenance Permit Assistance – Agreement RECOMMENDATION:
Approve an agreement with WRA, Inc. for Marina Lagoon Operations and Maintenance Permit Assistance in the amount of $259,460; approve a contingency reserve in the amount of $50,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue amendments within the contingency amount.
BACKGROUND:
Historically, the City has conducted maintenance activities within the Marina Lagoon in accordance with a Regional General Permit (RGP7) from the U.S. Army Corp of Engineers (USACE), a Lake and Streambed Alteration Agreement (LSAA) with the California Department of Fish and Wildlife (CDFW), and a Water Quality Certification issued by the Regional Water Quality Control Board (RWQCB) for routine maintenance activities conducted within the Marina Lagoon. These activities include:
Oversight of construction and maintenance of public and private docks Maintenance of stormwater outfalls and inlet gate
Bank protection and stabilization
Construction and maintenance of new fences
Sand replenishment at existing beaches at Lakeshore Park and Aquatic Park Sediment dredging at the inlets for Laurel Creek, Borel Creek, and Leslie Creek Removal/Treatment of nuisance aquatic vegetation
On April 20, 2026, the City issued a Request for Proposals for professional consulting services to renew the Marina Lagoon Operations and Maintenance permits, update the dock permit application, and update the Marina Lagoon Operation and Maintenance Manual, which was last revised in 2016. The current permits are five-year permits that expire at the end of 2026 and early 2027.
Four (4) proposals were received by the due date of May 15, 2026, and are listed below:
Integral Consulting, Inc.
(in collaboration with ECORP and JHS Consulting, LLC)
$228,500
WRA, Inc. $259,460
LSA $277,576
Nichols Consulting Engineers $314,290
CITY OF SAN MATEO
After scoring the proposals based on knowledge and experience working on similar projects in the Bay Area, staff determined that WRA, Inc. was the most qualified firm due to their technical expertise and relevant experience. This is a critically important effort for the City. Without receipt of regulatory permits, the City cannot perform necessary maintenance for the Marina Lagoon. Therefore, staff recommend awarding a professional consulting agreement to WRA, Inc. The agreement term will extend from July 2026 to February 2032.
BUDGET IMPACT:
Funding for these consultant services is budgeted in the Regulatory Compliance 2026-27 operating budget for the Marina Lagoon. Funding for future years of the agreement will be requested as necessary through the annual budget development process to support the continued implementation of the agreement.
ENVIRONMENTAL DETERMINATION:
Approval of this agreement is exempt from CEQA review as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
STRATEGIC PLAN ALIGNMENT
This agreement supports the Infrastructure initiative.
