Agenda Number: 14 Section Name: CONSENT CALENDAR Account Number: File ID: 26-11406 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: July 20, 2026
SUBJECT:

Monitoring, Reporting, and Regulatory Compliance Services at the East Third Avenue Landfill – Agreement RECOMMENDATION:

Approve an agreement with Stearns, Conrad and Schmidt Consulting, Inc. (SCS) for Monitoring, Reporting, and Regulatory Compliance Services at the East Third Avenue Landfill in the amount of $108,875 for a two-year term; and authorize the Public Works Director to execute the agreement in substantially the form presented.

BACKGROUND:

The City uses professional services for environmental monitoring and reporting services at the closed East Third Avenue Landfill to fulfill post-closure monitoring requirements. Waste Discharge Requirements require monitoring and reporting for 30 years following the closure of the landfill. SCS will provide groundwater and leachate monitoring and reporting, landfill cover inspections, landfill gas monitoring and reporting, operation and maintenance of the landfill combustible gas monitoring system, and on-call additional consulting services, as needed.

A Request for Proposals (RFP) was issued on April 22, 2026. In addition to the published notice, the RFP was posted on the City website and provided to interested parties. The RFP required each consultant to provide a description of the methods and approach for meeting the City’s post-closure monitoring requirements. Staff received and reviewed proposals from the following consultants:

Company Proposal Amount
Stearns, Conrad and Schmidt Consulting, Inc. $108,875
BioGas Engineering $107,734
Based on the evaluation of proposals, staff recommends awarding the agreement to SCS Engineers. SCS has provided landfill monitoring and reporting services for the City for the past eight (8) years and has consistently met regulatory requirements and reporting deadlines. The firm has helped reduce landfill monitoring costs and liabilities by securing reductions in landfill gas monitoring frequency and financial assurance reserve amounts. In addition, SCS has consistently demonstrated a high level of responsiveness, technical expertise, and client advocacy.

BUDGET IMPACT:

At the time of the budget development process for FY 2026-27, the cost of these services was estimated to be slightly lower than the proposals received. The two-year agreement total is for an amount not to exceed $108,875. If additional funding is required beyond the approved budget, staff will return to the City Council to request more funding.
