RESOLUTION NO. ____ (2026)
REJECTING ALL BIDS FOR THE
BASIN D SANITARY SEWER REHABILITATION PROJECT
WHEREAS, work began on the design phase of the Basin D Sanitary Sewer Rehabilitation Project (Project) in October 2024, which includes pipe spot repairs, full segment pipe replacements, rehabilitation and replacement of manholes, trenchless cured-in-place pipe spot repairs, pre- and post-installation video inspections, and site restoration in multiple locations throughout the City of San Mateo; and WHEREAS, the City advertised the Project on May 14, 2026 in accordance with Section 3.60.040 of the San Mateo Municipal Code; and
WHEREAS, on the June 11, 2026 bid opening date, six (6) bids were received; and WHEREAS, City staff reviewed the bids received and found inconsistencies in bid amounts received; and WHEREAS, pursuant to San Mateo Municipal Code section 3.60.040(a)(4), the City Council, at its discretion, may reject all bids received.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:
1. The California Environmental Quality Act (CEQA) does not apply to the rejection of bids because CEQA is inapplicable to projects that are disapproved, under CEQA Guidelines section 15270.
2. In accordance with the provisions of San Mateo Municipal Code Section 3.60.040(a)(4), all bids for the Basin D Sanitary Sewer Rehabilitation Project are rejected.
