CITY OF SAN MATEO
RESOLUTION NO. ____ (2026)

APPROPRIATING FUNDS FOR TASKS AND SUPPORT RELATED TO A CITYWIDE ECONOMIC ASSESSMENT WHEREAS, as part of the adopted City Business Plan for Fiscal Year 2026-27, the City Council prioritized the preparation of a Citywide Economic Analysis of the City's commercial retail and service areas and nodes, with a focus on how to maintain a full range of community serving businesses and services around the City, assess commercial displacement, and identify options for supporting small businesses when they are displaced due to redevelopment (SMART Activity No. 56); and
WHEREAS, retail consultant Retail Real Estate Resources, LLC has demonstrated a strong understanding of local economic issues present in San Mateo and brings a unique combination of real-world experience in retail design, commercial tenant leasing, and implementation of economic development programs that make them uniquely qualified to provide the technical expertise needed to support development of a Citywide Commercial Economic Assessment for the City of San Mateo; and
WHEREAS, the proposal from Retail Real Estate Resources, LLC to support preparation of a Citywide Commercial Economic Assessment is for an amount of $99,867.50; and WHEREAS, a 15% contingency, in the amount of $15,000, is included in the event that additional services are required during the course of the project.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. This fund appropriation is not a project of CEQA because it is an organizational or administrative activity that will not impact the environment (CEQA Guidelines Section 15378(b)(5).

2. The appropriation of $114,867.50 from the Advance Planning Fund (Fund 225) to the Citywide Economic Analysis project is approved.
