Agenda Number: 7 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 26-11475 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: August 17, 2026
SUBJECT:

Marina Branch Public Library Restoration Project – Design Professional Services Amendment RECOMMENDATION:

Approve Amendment No. 6 with Siegel & Strain Architects for design professional services for the Marina Library Structural Improvements project in an amount not to exceed $123,000, for a revised agreement amount of $1,112,551; increase the contingency reserve in the amount of $15,000; and authorize the Public Works Director to execute the amendment in substantially the form presented and issue amendments within the contingency amount.

BACKGROUND:

The Marina Branch Public Library Restoration Project (Project) will implement critical improvements, including foundation and structural repairs; mechanical, electrical and plumbing upgrades; accessibility improvements; exterior and landscaping improvements; and a relocated deck. The Project is currently under construction, with an estimated completion date of February 2027.

During construction, unexpected site issues related to foundation helical pile installation required re-design and generated a high volume of technical contractor questions. Resolving these challenges required additional design effort, coordination meetings, and oversight from the architect (Siegel & Strain Architects) and structural engineer (Zucco Fagent Associates), their subconsultant, exceeding their original budget.

Siegel & Strain Architects also require additional budget to support the pre-bid furnishing and shelving contracts, as their original scope had assumed a standard bid process instead of the alternate purchasing agreement that the City used.

Staff recommends approval of Amendment No. 6 to increase the budget by $123,000 for a new total amount not to exceed $1,112,551. This Amendment No. 6 will cover the cost of additional efforts necessary to continue the Construction Administration services throughout the rest of the Project. The proposed contingency reserve increase will allow staff to address any unforeseen scope needs.

BUDGET IMPACT:

Sufficient funds are available in the Marina Library Structural Improvements Project (665100) to fund this amendment and contingency reserve.

ENVIRONMENTAL DETERMINATION:

This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
