Agenda Number: 4 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 26-11467 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: August 17, 2026
SUBJECT:
Corporation Yard Electric Vehicle Charging Stations — Agreement RECOMMENDATION:
Approve an agreement with Raposo Engineering, Inc. for the Corporation Yard Electric Vehicle Charging Stations project in the amount of $234,500; establish a contingency reserve in the amount of $47,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the contingency amount.
BACKGROUND:
Electric vehicle charging infrastructure is necessary to support the City Council priority to electrify the City’s fleet and is in alignment with the City’s Climate Action Plan to reduce greenhouse gas emissions from transportation. The Corporation Yard, located at 1949 Pacific Boulevard, was selected as one of the first locations to install electric vehicle (EV) chargers for fleet charging, and a total of six dual-headed chargers are proposed to be installed.
In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain bids for the construction of the Corporation Yard Electric Vehicle Charging Stations. A notice inviting bids was advertised on May 28, 2026. On July 2, 2026, eight bids were received. The bids received are listed below in order of increasing bid amount.
Contractor Base Bid
Raposo Engineering, Inc. $234,500.00
Central Pacific Construction $247,500.00
InCharge Energy, Inc. $275,497.45
TCG Electrical Contractor, Inc. $392,012.00
LC General Engineering & Construction, Inc. $395,702.00 Ace-High Engineering $409,980.00
SCC Electric, Inc. $445,000.00
W. Bradley Electric, LLC $642,426.00
After review of bid documents, staff determined that Raposo Engineering, Inc. is the lowest responsive, responsible bidder. Therefore, staff recommends Raposo Engineering be awarded this construction agreement. In addition, staff recommends a contingency of $47,000 be established to allow for unforeseen issues and extension of the paving limits to accommodate the entire EV parking area.
Construction is anticipated to start in Fall 2026.

BUDGET IMPACT:
Currently, there are sufficient funds in the Green Fleet Charging Infrastructure Project (46c003) budget to award this agreement and establish the contingency reserve. This project is funded by the Westlight Energy (formerly Peninsula Clean Energy) Member Agency grant that was accepted and appropriated at the December 9, 2024, City Council meeting.
Additionally, the City will receive a rebate through Westlight Energy’s EV Ready Program (maximum $90,000) and a vehicle rebate from PG&E at the close of the project. The acceptance and appropriation of rebate funding will occur at a future City Council meeting at the close of the project.
ENVIRONMENTAL DETERMINATION:
This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
STRATEGIC PLAN ALIGNMENT
This project is in alignment with the Climate Resiliency priority initiative and goal of implementing the Climate Action Plan to meet greenhouse gas emissions reduction targets.
