Agenda Number: 6 Section Name: CONSENT CALENDAR Account Number: 20-5150 File ID: 26-11472 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Police Department
MEETING DATE: August 17, 2026
SUBJECT:
California Highway Patrol Cannabis Tax Fund Grant Program Award — Budget Appropriation RECOMMENDATION:
Adopt a Resolution to accept grant funds in the amount of $172,478.98 from the California Highway Patrol Cannabis Tax Grant Fund Program; authorize the Police Chief to execute the agreement and all other necessary grant documents; and appropriate $172,478.98 to the Police Department’s fiscal year 2026-27 budget.
BACKGROUND:
The California Highway Patrol administers the Cannabis Tax Fund Grant Program, which provides funding to local law enforcement agencies to address the impacts of impaired driving and illegal cannabis cultivation and sales through education, prevention, and enforcement activities. The program is funded through cannabis tax revenues established by the Control, Regulate and Tax Adult Use of Marijuana Act.
The Police Department applied for grant funding to enhance its ability to conduct proactive enforcement operations targeting impaired driving and other cannabis-related public safety concerns. The City has been notified that it has been awarded $172,478.98 for these purposes. The grant award will provide funding for the purchase of two police vehicles to support traffic enforcement and proactive operations; and overtime for targeted enforcement details and other grant- eligible traffic safety initiatives. The addition of two vehicles will enhance the Department’s operational capacity by ensuring sufficient patrol resources are available for both routine operations and grant-funded enforcement activities.
Overtime funding will allow the Department to deploy additional officers during periods of heightened need without impacting minimum patrol staffing or reducing other public safety services.
There is no local match requirement associated with this grant. All expenditures will be made in accordance with grant guidelines and City purchasing policies. Acceptance of this grant supports the City’s commitment to improving roadway safety, reducing impaired driving, and enhancing public safety through proactive enforcement efforts.
BUDGET IMPACT:
The CHP Cannabis Tax Program Grant requires no matching funds and covers all contract and equipment expenditures.
There is no impact the General Fund for the acquisition of the equipment. Once appropriated, $172,478.98 will be added to the Police Grant (Fund 200) budget. Following deployment, the Police Grants fund will be responsible for the ongoing costs associated with the vehicles including fuel, routine maintenance, repairs and other normal fleet operating expenses, which are estimated at $5,000-$10,000 annually. There are sufficient funds available in the Police Grants fund for this purpose. Because the vehicles are being acquired with one-time grant funding, the Department is not recommending these vehicles be included in the City’s vehicle replacement program or that General Funds be set aside for their future replacement. At the end of their useful life, any replacement vehicles would be evaluated based on operational need and availability of future grant funding or other identified resources.
