Agenda Number: 16 Section Name: CONSENT CALENDAR Account Number: 82-4681 File ID: 26-11511 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: August 17, 2026
SUBJECT:
Beresford Recreation Center Roof Improvements Project — Agreement RECOMMENDATION:
Award an agreement with Diablo Roofing, Inc. for the Beresford Recreation Center Roof Improvements Projects in the amount of $793,968.00; establish a contingency reserve in the amount of $80,000.00; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.
BACKGROUND:
The Beresford Recreation Center has served the community for over sixty years. The facility’s roof system includes flat gravel roofing and sloped wood shake shingles. Over decades of exposure to moisture, the wood shake shingles have deteriorated, resulting in persistent leaks and ongoing maintenance challenges. Currently, multiple roof penetrations and areas of trapped moisture exist throughout the facility. In 2023, a Citywide roof assessment identified this specific location as a potential health and safety risk due to the compromised roof structure. Therefore, funding for this project was provided in Fiscal Year 2025-26.
In February 2026, the City engaged Stantec Consulting Services, Inc. to produce design specifications related to the roof improvements as required by the California Building Code. The bid documents for this project were subsequently advertised in June 2026. Bids were received on July 20, 2026, with the following results:
Company Bid Amount
Diablo Roofing, Inc. $793,968.00
Courtney, Inc. $1,263,796.00
Best Construction Services $1,645,150.00
The engineer’s estimate for this project was $380,000. During the mandatory pre-bid site walkthrough, prospective bidders identified that the existing roof required significantly more maintenance and repair work than was anticipated in the engineer’s estimate. While the design drawings reference maintenance and repair work needed to prepare the existing roof for the new roofing system, they are not intended to quantify the extent of that work. Consequently, contractors were required to evaluate the anticipated repairs based on observed site conditions. Based on those observations, bidders anticipated a larger project scope and higher construction costs than those assumed in the engineer’s estimate, and the bids received were substantially higher than the engineer’s estimate.
Given the approaching wet weather season, timely completion of the project is critical. Therefore, staff recommends awarding the construction contract to Diablo Roofing, Inc. as the lowest responsive and responsible bidder. Staff also recommends establishing a 10% contingency to address unforeseen conditions that may be encountered during

construction due to the age and deteriorating condition of the existing roof.
BUDGET IMPACT:
Staff originally budgeted $600,000 for this project. Combined with approximately $300,000 in savings from the Senior Center Roof Improvements project, sufficient funding is available within the Citywide Facility Roof Replacements Project (46F056) to fund this construction contract and contingency reserve.
ENVIRONMENTAL DETERMINATION:
This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
STRATEGIC PLAN ALIGNMENT
This staff report supports the Infrastructure initiative.
