Agenda Number: 13 Section Name: CONSENT CALENDAR Account Number: 10-4662 File ID: 26-11502 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: August 17, 2026
SUBJECT:
2nd & Delaware Storm Drain Improvements Project — Agreement RECOMMENDATION:

Approve a construction agreement with Westland Contractors, Inc. in the amount of $217,105 to implement the 2nd and Delaware Storm Drain Improvements Project; establish a contingency reserve in the amount of $33,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the contingency amount.

BACKGROUND:

As part of the FY 2025-26 Adopted Budget, and in the FY 2026-28 Adopted Business plan, City Council approved the Storm System Minor Repair program, which allocates $250,000 annually to address localized, small-scale improvements to the City’s stormwater infrastructure.

Staff identified the west corner of the intersection at 2nd Avenue and S. Delaware Street as a candidate project under the Storm System Minor Repair program due to the scale of localized flooding, the potential for property damage, and proximity to a highly trafficked area of the City. The localized flooding at the west corner of the intersection is caused by an undersized inlet and damaged storm drain piping.

Preparation of construction documents of the 2nd Avenue and S. Delaware Street Project (Project) was included as a task item as part of Storm Drain Master Plan Update effort. The City advertised the Project for construction on June 23, 2026, and received and opened eleven (11) bids on July 21, 2026. The bids received are listed below in order of increasing bid amount. The Engineer’s Estimate was $282,000.

Rank Contractor Base Bid
1 Westland Contractors, Inc. $217,105
2 Casey Construction, Inc. $218,350
3 W.R. Forde Associates, Inc. $218,400
4 Golden Bay Construction, Inc. $243,444
5 Mission Constructors, Inc. $262,405
6 Kingdom Pipelines, Inc. $268,800
7 John Boylan Engineering, Inc. $288,727
8 Redgwick Construction Co. $303,650
9 Roots Strong Builder $309,120
10 Kerex Engineering $322,250
11 Central Pacific Construction $342,000

After review of the bid documents, staff determined that Westland Contractors, Inc. is the lowest responsive, responsible bidder. Therefore, staff recommends Westland Contractors, Inc. be awarded this construction agreement. In addition, staff recommends a construction contingency of 15% be established to address any potential unforeseen conditions.

Construction is anticipated for Fall 2026.

BUDGET IMPACT:

There are sufficient funds available in the Wet Weather Preparation Activities (46C006) and Storm System Minor Repair (46C011) project budgets to award this agreement and establish the contingency reserve.

ENVIRONMENTAL DETERMINATION:

This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
