PREPARED BY: Public Works Department

SUBJECT:

Marina Branch Public Library Restoration Project — Construction Management Services Amendment RECOMMENDATION:

Approve Amendment No. 1 to the agreement with with Consor North America, Inc. for construction management services for the Marina Branch Public Library Restoration Project, increasing the agreement by $185,045 for a revised total amount not to exceed $1,009,945 and authorize the Public Works Director to execute the Agreements in substantially the form presented.

BACKGROUND:

The Marina Branch Public Library Restoration Project (Project) will implement critical improvements, including foundation and structural repairs; mechanical, electrical and plumbing upgrades; accessibility improvements; exterior and landscaping improvements; and a relocated deck.

The Project is currently under construction, with an estimated completion date of February 2027. Council awarded an agreement for construction management services for the Project to Consor North America, Inc. (Consor) on June 16, 2025.

During construction, unexpected site issues related to foundation helical pile installation necessitated additional construction management efforts by Consor’s special inspector subconsultant, Biggs Cardosa, that surpassed their existing budget.

California Building Code requires continuous special inspections for the installation of helical pile foundations. Originally planned for forty-three (43) days of inspections, the helical pile scope ultimately required one hundred four (104) site visits. Unexpected site issues included deeper than expected depths to hit the required strength, slower than assumed installation rates, installation of seven (7) replacement piles to replace broken piles, re-installation of diagonal piles to correct the installation angle, and additional site visits for welding inspections and reinforcement steel placement.

Additionally, this proposed change includes $6,545 of City-approved Saturday special inspections.

Based on the above, staff recommends approval of Amendment No. 1 to the agreement with Consor North America, Inc. to provide Construction Management and Special Inspection services at the Marina Branch Library to increase the budget by $185,045, for a revised agreement amount not to exceed $1,009,945.

BUDGET IMPACT:

Sufficient funds are available in the Marina Library Structural Improvements Project (665100) to fund this amendment.

ENVIRONMENTAL DETERMINATION:

Approval of an amendment for construction management services for the Marina Library Public Library Restoration Project is exempt from CEQA as an “existing facility,” because consists of the operation, repair, maintenance, permitting, leasing,
