Document, and Bid Period Services

BACKGROUND
The scope of this amendment will include work under the following tasks of the MCC Replacement project: Task 1 (Project Management); Task 2 (Contract Documents); and Task 3 (Bid Period).

Since execution of the previous Agreement, the City has identified and requested additional scope be added to the project. The added scope requires supplemental engineering services, including mechanical, structural, and civil design efforts. In addition to the expanded technical scope, the opinion of probable construction costs (OPCC) will be updated based on the modified design scope. This amendment accounts for the associated fee for Ewing Construction Services.

Furthermore, the extended design schedule resulting from the additional scope has required increased project management and coordination efforts.

The additional or modified scope, as previously discussed with the City, includes the following:
HVAC demolition and replacement in the MCC room in the main structure and associated wall repairs.
New conduits to and from MCC 1P1.
New electrical vaults with integrated sumps and sump pumps if draining by gravity is not feasible.
Modified connection between MCC 1P3 and the old administration building. Scope from the GMP-3 project, including the feeders to existing MCC-P3 (future MCC-20020). Modified sequencing plan and temporary power plan to incorporate City’s decision to install new duct banks and electrical vaults in lieu of using the existing ones.

This amendment assumes the above tasks will be completed by the end of November 2026.

SCOPE OF WORK
Task 1 – Project Management
Under Task 1, HDR will manage the scope, budget, and schedule, as well as coordinate with the owner’s representative and City. This task includes document management as well as staff management.

Additionally, this task includes monthly progress reports and monthly invoices. Task 1 includes the following activities:
HDR will provide up to six hours per month of project management time for processing invoices, general project coordination on schedule and budget, as well as coordination with the City and owner’s representative.
HDR will attend up to two biweekly meetings with the City and Owner’s Representative (2 hours per month)
HDR will provide up to two hours per month of project accounting services related to preparation and processing of invoices.
HDR will provide up to two hours per month of project administration services related to document management.
Assumes a five-month duration for this task.

Task 2 – Contract Documents
Under Tast 2, HDR will provide the following services:
HDR will develop the mechanical, civil, and structural design for the additional scope described above.
The modified Contract Documents will include no more than 35 additional drawings and 10 additional specifications that were not included in the original Project Scope to address the new scope.
DR will provide two design package submittals under Task 2:
Preliminary design submittal to be reviewed by a third party and the City Biddable, conformed, final design package
HDR will review and respond to comments provided by the third-party reviewer on the preliminary design submittal.
Ewing Construction Services will update the Opinion of Probable Construction Costs (OPCC) for the City’s review and use for the updated Project scope. The cost estimates will consider labor and material costs, as well as costs associated with temporary power anticipated to be required during construction. This deliverable will be provided with the final design submittal. The additional design services will include up to two site visits from HDR’s Electrical, Civil, Mechanical, and Structural Engineers.

Task 3 – Bid Period
Under Task 3, HDR will assist the City with conducting one job walk and attend the pre-bid conference to meet with prospective contractors and answer questions relating to the design. HDR will provide additional assistance during the bid period including up receiving and recording contractor questions, and issuing one addendum to the Contract Documents, if needed.

This amendment allows for support from the Electrical, Civil, Mechanical, and Structural Engineers during the bid period for one addendum. This assumes 8 hours for each discipline lead to respond to bidder questions and prepare the addendum.
