RESOLUTION NO. ____ (2026)
AUTHORIZING AN APPROPRIATION IN THE AMOUNT OF $450,000 FROM THE UNASSIGNED FUND BALANCE OF

THE SEWER FUND TO THE SANITARY SEWER MASTER PLAN UPDATE PROJECT WHEREAS, the Clean Water Program is expected to be completed by the end of Fiscal Year 2026-27, and a new master planning effort is needed to determine existing deficiencies in the system, look at future capacity needs, and provide a complete sewer model for the City’s ongoing needs for analysis of development impacts; and
WHEREAS, the Fiscal Year 2026-27 available budget for the Sanitary Sewer Master Plan Project is $350,000; and
WHEREAS, there is insufficient budget in the Sanitary Sewer Master Plan Update Project account and a budget appropriation of $450,000 is required to fund the update of the Sanitary Sewer Master Plan; and WHEREAS, the Sewer Fund unassigned fund balance has sufficient funds for an appropriation in the amount of $450,000 to the Sanitary Sewer Master Plan Update Project.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. The appropriation of funds to the Sanitary Sewer Master Plan Update project from the Sewer Fund unassigned balance is not a project subject to CEQA, because it consists of a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

2. An appropriation in the amount of $450,000 from the unassigned fund balance of the Sewer Fund to the Sanitary Sewer Master Plan Update Project (46S195) budget in the Capital Projects Fund, revising the total project budget to a value of $800,000, is approved.
