Agenda Number: 12 Section Name: CONSENT CALENDAR Account Number: 10-6121 File ID: 26-11591 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: September 08, 2026
SUBJECT:
Alameda and Surrounding Neighborhoods Tree Pruning Project — Agreement RECOMMENDATION:
Approve an agreement with West Coast Arborists, Inc. for tree pruning in the amount of $113,850.00; authorize a 10% contingency of $11,385.00, for a total amount not to exceed $125,235; and authorize the Interim Director of Parks and Recreation to execute the agreement in substantially the form presented and issue change orders within the contingency amount.
BACKGROUND:
Staff identified 504 trees throughout the Alameda and surrounding neighborhoods that need pruning to improve their form and enhance their longevity. A Request for Bids was published on the City's Bid Posting webpage on July 20, 2026. By the closing date of July 31, 2026, the City received five bids, the results of which were as follows:
West Coast Arborists, Inc. $113,850.00
The Professional Tree Care Company $168,675.00
Skyview Tree Experts, Inc. $209,990.00
Sierra Tree Company, Inc. $324,500.00
Mariposa Tree Management, Inc. $411,000.00
Staff recommends the agreement be awarded to West Coast Arborists, Inc. as the lowest responsive and responsible bidder and based on their proven track record of successfully performing similar city-wide pruning projects in San Mateo and surrounding cities.
BUDGET IMPACT:
There are sufficient funds in the Tree Division contractor services budget to award this agreement.
ENVIRONMENTAL DETERMINATION:
This Agreement is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)
STRATEGIC PLAN ALIGNMENT
This staff report supports the Public Safety initiative.
