Agenda Number: 16 Section Name: CONSENT CALENDAR Account Number: 82-4681 File ID: 26-11563 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: September 8, 2026
SUBJECT:
2nd and El Camino Real Garage Traffic Coating Project — Agreement RECOMMENDATION:

Award an agreement to Angelus Waterproofing & Restoration, Inc. for waterproofing and protective measures at the 2nd and El Camino Real Garage in the amount of $244,777.00; establish a contingency reserve in the amount of $24,000.00; and authorize the Public Works Director to execute the contract in substantially the form presented and issue change orders within the contingency amount.

BACKGROUND:

The 2nd and El Camino Real Garage was constructed circa 1974 and consists of approximately five elevated levels and one at-grade level. The cast-in-place, post-tensioned structure includes concrete shear walls, vehicular ramps, and two stair towers. After making significant investments to address structural deficiencies in 2024, a 2025 assessment found the structure to be generally in good condition, with no observed deficiencies presenting a significant life-safety risk. However, the assessment identified the lack of existing waterproofing at the exposed top deck and recommended installation of a traffic membrane to limit water and chloride intrusion to help extend the structure’s useful life. Implementing these proactive waterproofing and protective measures will help prevent future deterioration, reduce long-term maintenance costs, and preserve the facility for continued use.

In July 2026, the bid documents for this project were developed and advertised. Bids were received on August 10, 2026, with the following results:

Company Bid Amount
Angelus Waterproofing & Restoration, Inc. $244,777.00
Authentic Restoration $575,000.00
The engineer’s estimate for this project was $250,000. Given the approaching wet weather season, timely completion of the project is critical. Therefore, staff recommends awarding the construction contract to Angelus Waterproofing & Restoration, Inc. as the lowest responsive and responsible bidder. Staff also recommends establishing a 10% contingency to address unforeseen conditions that may be encountered during construction.

BUDGET IMPACT:

The Downtown Parking Improvements Project (461001) currently has sufficient budget to fund this construction contract and contingency reserve.

ENVIRONMENTAL DETERMINATION:

This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair,
