FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: September 08, 2026
SUBJECT:
Congregate Nutrition Program — Agreement
RECOMMENDATION:
Approve an interagency agreement with the County of San Mateo for Fiscal Year 2026-2027 to partially fund a congregate nutrition program at the Dr. Martin Luther King Jr. Community Center through the Older Americans Act up to $62,460; and authorize the Director of Parks and Recreation to execute the agreement.
BACKGROUND:
The Congregate Nutrition Program provides vital nutrition services to older adults in a group setting, offering meals, nutrition and health education, and opportunities for social interaction. The Dr. Martin Luther King Jr. Community Center has long served as the host site for this federally funded program, delivering nearly 4,000 meals annually to seniors in the community. Due to ongoing demand and program interest, the City Council and County have contributed additional funds to increase the target number of meals served to 5,000 for Fiscal Year 2027.
Since 2004, the City of San Mateo has acted as the designated contractor for this service. The program is administered by San Mateo County and funded through the federal Older Americans Act (OAA). It is operated in compliance with state licensing regulations, applicable federal laws, and standards set forth by the County’s Aging and Adult Services (AAS) division. The City of San Mateo has consistently met all program requirements.
Federal funding, along with contributions from the State of California and San Mateo County, supports the cost of meals for age eligible individuals as well as nutrition education presentations on topics such as vitamins for aging adults' oral health, food safety and hydration. Under the current agreement, services will be provided from July 1, 2026, through June 30, 2027.
The Parks and Recreation Department also offers a complimentary congregate nutrition program at the San Mateo Senior Center as well, and between the two sites, lunch is offered to seniors five days per week, excluding City holidays. The Senior Center lunch program was not approved for funding by the Older Americans Act but is delivered with the same program guidelines and requires a fee for each meal served. Between both sites, the total program cost is projected to be $206,717. Revenue from Senior Center lunch fees, Dr. Martin Luther King Jr. suggested donations, and federal funds are estimated to generate $100,221. Altogether, more than 10,000 meals are expected to be served.
BUDGET IMPACT:
Total program costs for Fiscal Year 2027 for the Congregate Nutrition program at Dr. Martin Luther King Jr. Community Center are projected to be $90,503. Of this total, $62,460 in program costs tied to this agreement will be reimbursed through federal funds. The City Council also authorized an additional $15,000 for the Congregate Nutrition Program for Fiscal Year 2027 that will support meal and staff costs at both lunch sites. Given this and the original budget, there are

sufficient funds available in the Parks and Recreation Department operating budget to cover remaining expenditures of $28,043 at the Dr. Martin Luther King Jr. Community Center.
ENVIRONMENTAL DETERMINATION:
This agreement is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)
