FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: September 8, 2026
SUBJECT:

Annual Sewer Basin Rehabilitation – Agreements
RECOMMENDATION:

Approve four on-call professional consultant services agreements with a total value of $8,000,000 with CSG Consultants, Inc., Schaaf & Wheeler - Consulting Civil Engineers, Carollo Engineers, Inc., and Freyer & Laureta, Inc. for various sewer pipe rehabilitation projects in amounts not to exceed $2,000,000 for each consultant and authorize the Public Works Director to execute the agreements, issue project-specific task orders, and execute amendments within the agreement amounts.

BACKGROUND:

Post-Clean Water Program (CWP) projects will include infrastructure upgrades throughout the sanitary sewer collection system to improve wastewater system capacity, flow management, and reduce inflow and infiltration to comply with regulatory requirements. Cleaning and video inspection of sanitary sewer mains is needed to identify locations for repair, rehabilitation, or replacement of sewer mains. Design and other professional consultant services are necessary to complete the planned sewer rehabilitations.

In April 2026, a Request for Qualifications (RFQ) for sewer cleaning, video inspections, condition evaluation, and rehabilitation design services was issued. Eight consulting firms responded to the RFQ. Staff evaluated the eight proposals on the basis of proposal quality, key staff, project understanding, past performance, local experience, scope and approach, references and skill set and concluded that the following four consultants are best qualified to provide the scope of services for post-CWP projects: CSG Consultants, Inc., Schaaf & Wheeler - Consulting Civil Engineers (Schaaf & Wheeler), Carollo Engineers, Inc., and Freyer & Laureta, Inc. The four consultants retained may provide on-call services for collection system evaluation and rehabilitation needs.

Staff recommends award of agreements to CSG Consultants, Inc., Schaaf & Wheeler, Carollo Engineers, Inc., and Freyer & Laureta, Inc. each in an amount not-to-exceed $2,000,000, with a term of five years for each agreement. Scope of work for project-specific task orders will be determined on an as-needed basis and issued by the Public Works Director.

BUDGET IMPACT:

There are sufficient funds in the Annual Citywide Sanitary Sewer Rehabilitation (46s191) project and the Sanitary Sewer Closed-Circuit Television Inspection Program (46s193) project to fund these four agreements.

ENVIRONMENTAL DETERMINATION:

These agreements are categorically exempt from CEQA as an “existing facility,” because the scope of work consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.
