PREPARED BY: Police Department
MEETING DATE: September 08, 2026
SUBJECT:
Police Department Budgeted Positions — Adoption
RECOMMENDATION:
Adopt a Resolution amending the Fiscal Year 2026-2027 budget and authorizing the addition of 1.00 Full-Time Equivalent (FTE) Management Analyst I/II position in the Police Department, and the reduction of 1.05 FTE in per diem positions.
BACKGROUND:
The San Mateo Police Department's Homeless Outreach Team (HOT) is a specialized civilian unit dedicated to providing compassionate, non-enforcement support to individuals experiencing homelessness. The team focuses on building trust and connecting unsheltered individuals with services and long-term solutions, including emergency shelter, housing programs, medical care, and behavioral health resources.
Until recently, the HOT Unit consisted of one full-time Management Analyst serving as a Homeless Resource Manager and one part-time retired annuitant who provided specialized knowledge and outreach services. The Police Department has relied on retired annuitants to support HOT operations for several years. While this staffing model has been effective, it is no longer sustainable due to limitations associated with CalPERS retired annuitant employment regulations. The retired annuitant who had provided these services for many years separated from City employment in June due to these regulations.
The Police Department currently utilizes a number of retired annuitants in various assignments, all of whom are expected to conclude their employment with the City in the next several months. Staff evaluated the duties performed by these annuitants and determined that many responsibilities can either be absorbed by existing personnel or can be accomplished through alternative staffing arrangements. However, the specialized nature of the homeless outreach function requires dedicated, consistent support and would be best performed by a full-time merit employee.
To maintain the City’s homeless outreach efforts, staff proposes authorizing a second Homeless Resource Manager position with the Management Analyst I/II classification. This position will work collaboratively with community members, businesses, service providers, and individuals experiencing homelessness to provide outreach, address quality of life concerns, respond to community inquiries, and connect individuals with support services. The position will also collect and analyze data related to homelessness, identify trends and service gaps, and assist in the development and implementation of policies, programs, and strategies that support long-term solutions. The Management Analyst I/II classification is well- suited for these responsibilities, which require strong analytical, communication, program management, and problem- solving skills.
The proposed position will be funded through the Police Department’s existing 2026-2027 budget appropriation. Staff has identified specific budget savings that can be redirected to fund the additional Management Analyst position. These savings are primarily associated with the conclusion of retired annuitant assignments and other available savings within existing appropriations. The Police Department will reduce the appropriations identified below and redirect those

resources to support the proposed new position. The reductions are consistent with the Department’s evaluation of retired annuitant duties and staffing needs and reflect expenditures that are no longer anticipated at their previously budgeted levels.

0.46 ($81,378) Reduce adopted per diem budget by 0.46 FTE (960 hours) which were intended for retired annuitant to perform HOT duties.
Records
Cost Center CC_0612
SC_500001
0.18 ($16,261) Reduce adopted per diem budget in Records Division by 0.18 FTE (375 hours). The hours were budgeted for retired annuitant assistance which will conclude in December. There are sufficient per diem resources budgeted in the Records Division to conduct regular/ongoing duties within the remaining budget allocation.
Support Services
Cost Center CC_0606
SC_500001
0.41 ($82,407) Reduce adopted per diem budget by 0.41 FTE (850 hours) in Support Services. The hours were budgeted for retired annuitant assistance to perform background and internal affairs investigations. Staff anticipates a reduced need for background investigations as the Police Department approaches full-staffing. Additionally, with the creation of the new Civilian Investigator job classification, these duties can be performed more cost effectively. As a result, staff anticipates the remaining per diem appropriation in Support Services will be sufficient to meet operational needs despite this reduction.
TOTAL 1.05 ($180,046) Total Budget reduction to fund new position The total identified budget reduction of $180,000 will be sufficient to offset the cost of the proposed position, which will provide dedicated, ongoing staffing for the Homeless Outreach Team while allowing the Department to transition away from the reliance on retired annuitant staffing for this specialized function.
Per San Mateo Municipal Code Section 2.57.030(d), the addition of new positions requires approval by City Council Resolution.
BUDGET IMPACT:
The addition of 1.00 FTE Management Analyst I/II position will result in an estimated annual cost of approximately $180,000. This cost will be fully offset through the permanent reduction of budgeted funding in the Per Diem spend category described in the table above. As a result, the proposed staffing change will have no net impact on the General Fund.
ENVIRONMENTAL DETERMINATION:
This action is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
STRATEGIC PLAN ALIGNMENT
This staff report supports the Public Safety initiative.
