RESOLUTION NO. ____ (2026)
AUTHORIZING BUDGET TRANSFERS OF $500,000 FROM THE AVAILABLE GENERAL FUND BALANCE WITHIN THE

CAPITAL FUND TO THE MARINA LIBRARY STRUCTURAL IMPROVEMENT PROJECT IN THE CAPITAL PROJECTS FUND
WHEREAS, the Marina Branch Public Library located at 1530 Susan Court, San Mateo ("Library") is a City- owned property undergoing critical foundation, structural, mechanical, electrical, plumbing, accessibility, exterior, landscaping, and decking improvements as part of the Marina Branch Public Library Restoration Project ("Project"); and
WHEREAS, over the course of construction, the Contractor encountered unexpected field conditions and difficulties during the foundation repair and releveling scope, specifically regarding helical pile installation, which significantly extended the required timeline; and
WHEREAS, this extended timeline necessitated additional Special Inspection services in the amount of $185,045, extended Construction Management oversight, and additional Design Team involvement in the amount of $123,000 to maintain structural integrity and project compliance; and WHEREAS, procurement for the Project’s Furniture and Shelving package exceeded Design Team staff estimates by nearly $75,000 due to rising material and global shipping costs, which could not be reduced through Value Engineering without compromising product quality and functionality; and WHEREAS, the funding for the additional contract amendments and Furniture package had depleted the available unencumbered budget; and
WHEREAS, there is insufficient funding available in the Marina Library Structural Improvements Project (665100) to cover the remaining project expenses; and
WHEREAS, there is available General Fund funding in the General Fund balance within the Capital Fund to be transfer to the Marina Library Structural Improvement Project (665100).

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. This budget transfer is not a project subject to CEQA, because it consists of a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

2. A budget transfer in the amount of $500,000 to the Marina Library Structural Improvements Project (665100) from the General Fund balance within the Capital Fund is approved.
