Agenda Number: 7 Section Name: CONSENT CALENDAR Account Number: 72-4675 File ID: 26-11518 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: September 22, 2026
SUBJECT:
Purchase of a Closed-Circuit Television Sewer Inspection Camera — Agreement RECOMMENDATION:
Adopt a Resolution approving an alternative purchasing procedure to award a purchase contract with U-Rock Utility Equipment, LLC for the purchase of a closed-circuit television inspection camera for sewer inspections in the amount of $165,866.91; and authorize the Public Works Director to execute the purchase contract in substantially the form presented.
BACKGROUND:
The City of San Mateo Sewer Division has operated a portable crawler closed-circuit television (CCTV) inspection camera system for more than 30 years to inspect, assess, and document the condition of the City's sanitary sewer system. Over the last three years, the City has made a significant investment in modernizing its CCTV inspection program by purchasing a dedicated electric Ford Transit CCTV inspection van—the first purpose-built inspection vehicle in the City’s history. This investment was made with the goal of replacing our aging crawler camera system, which is now approximately 13 years old and has reached the end of its useful service life.
The replacement CCTV inspection system will provide improved image quality and enhanced inspection capabilities and will increase reliability and compatibility with the City’s asset management system. The new equipment will support the City’s proactive sewer maintenance program by allowing staff to efficiently identify defects to avoid sanitary sewer spills.
City staff utilized the Sourcewell cooperative purchasing contract to evaluate several qualified CCTV inspection systems. In addition to pricing, staff conducted demonstrations and evaluated each system based on overall performance, camera quality, software functionality, warranty, and technical support and availability of local service and repair facilities.
Although the U-Rock Utility Equipment, LLC proposal is approximately $3,000 higher than the lowest responsive quotation, staff determined that it provides the best overall value to the City. Sewer staff have extensively evaluated the equipment through demonstrations and determined that it best meets the City’s operational needs.
Staff utilized Sourcewell pricing for the purchases of the CCTV equipment. San Mateo Municipal Code Section
3.60.070(h)(3) authorizes the City Council to approve an alternative purchasing procedure when it finds doing so is in the best interest of the City. Sourcewell is a government organization that solicits, receives, and reviews competitive bids for various specialty equipment, including CCTV equipment. Sourcewell conducted a competitive solicitation for CCTV equipment and related services and awarded Contract #080525-EVS to Envirosight, which is the most recent version of the Sourcewell contract. U-Rock Utility Equipment, LLC is Envirosight's exclusive dealer/sales partner for Northern California.
Equipment cannot be purchased directly from Envirosight.

The City may rely on bids obtained from Sourcewell because it has solicited, received, and reviewed competitive bids for the desired CCTV equipment through its cooperative purchasing program. Through this pricing structure, the City realizes cost savings of the manufacturer’s suggested retail price. Based on the above, staff recommends the purchase of this CCTV equipment from U-Rock Utility Equipment LLC.
BUDGET IMPACT:
Sufficient funding is available in the Sewer Maintenance program’s operating budget in the Sewer Fund.
ENVIRONMENTAL DETERMINATION:
Adoption of a Resolution approving an alternative purchase procedure to award a purchase contract to U-Rock Utility Equipment, LLC is not a project subject to CEQA, because it can be seen with certainty that there is no possibility that the purchase of a CCTV camera for sewer inspections will have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
STRATEGIC PLAN ALIGNMENT
