PREPARED BY: Public Works Department
MEETING DATE: September 22, 2026
SUBJECT:

Basin D Sanitary Sewer Rehabilitation Project — Agreement RECOMMENDATION:

Approve an agreement with Westland Contractors, Inc. for the Basin D Sanitary Sewer Rehabilitation Project in an amount not to exceed $5,318,389; establish a contingency in the amount of $1,100,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.

BACKGROUND:

The Clean Water Program (CWP) is improving the City of San Mateo’s sanitary sewer system to prevent sanitary sewer overflows and unauthorized discharge of sewage. As part of the CWP, the annual sanitary sewer rehabilitation project proactively upgrades and rehabilitates aging sewer pipes to reduce inflow and infiltration.

The Basin D Sanitary Sewer Rehabilitation Project (Project) includes those City areas designated in Basin D south of State Route (SR) 92 and southwest of Highway 101, with a smaller portion extending to north of SR92. All Basin D sewers were evaluated using video inspection, with identified defects included in the Project for repair. This work will ensure proper operation of the sewer collection system, reduce infiltration and inflow, and fix defects to prevent potential sanitary sewer overflows. The Project includes the following sewer work: pipe spot repairs, full segment pipe replacements, rehabilitation and replacement of manholes, trenchless cured-in-place pipe spot repairs, pre- and post-installation video inspections, and site restorations. Construction activities are expected to start in October 2026.

The Project was initially advertised for construction on May 14, 2026. Bids were opened on June 11, 2026. After review, staff determined the two lowest bids were non-responsive and subsequently decided to reject all bids. Formal bid rejection was completed at the July 20, 2026, City Council meeting. The Project was re-advertised for construction on July 21, 2026, and bids were opened on August 19, 2026. The engineer’s estimate was $6,650,000. Five bids were received and are listed as follows:

Contractor Bid Amount
Westland Contractors, Inc. $5,318,389
C2R Engineering, Inc. $5,352,805
Devaney Engineering, Inc. $5,752,562
Westrock Engineering $6,174,816
Bay Pacific Pipeline, Inc. $6,665,479
Staff recommends the Project be awarded to Westland Contractors, Inc. (Westland) as the lowest responsible, responsive bidder, with a bid of $5,318,389. After reviewing the bid documents, the bid package was found to be complete, and Westland was found to have the appropriate licenses. Staff also recommends establishing a contingency reserve in the

CITY OF SAN MATEO
amount of $1,100,000 to address any unanticipated items that may arise during construction.

BUDGET IMPACT:

Sufficient funding for this agreement and contingency is available in the Citywide Sanitary Sewer Rehabilitation Project (46S091) Collection System Improvements.

ENVIRONMENTAL DETERMINATION:

The work addressed by this administrative report is being undertaken to support the Clean Water Program. This project is subject to the requirements of the California Environmental Quality Act (CEQA), the general components of which are included as part of the Final Programmatic Environmental Impact Report (Final PEIR) (SCH No. 201532006) that was prepared for the Clean Water Program. The Final PEIR was certified by City Council on June 6, 2016. The City prepared Addenda to the Final PEIR that was approved on July 16, 2018 (Addendum 1) and April 15, 2019 (Addendum 2). This work is within the scope of the Project evaluated in the PEIR and Addendum.
