SUBJECT:
Electric Vehicle Charging Infrastructure — Funding Acceptance and Appropriation RECOMMENDATION:
Adopt a Resolution to accept $60,000 in grant funding from WestLight Energy and appropriate $60,000 to the Green Fleet Charging Infrastructure Project 46C003 for the installation of electric vehicle charging infrastructure at the Corporation Yard.
BACKGROUND:
Electric vehicle (EV) charging infrastructure is necessary to support the City Council priority to electrify the City’s fleet and is in alignment with the City’s Climate Action Plan to reduce greenhouse gas emissions from transportation. The Corporation Yard, located at 1949 Pacific Boulevard, was selected as one of the first locations to install EV chargers for fleet charging, a total of 12 Level 2 EV charging ports are proposed to be installed. At the August 17, 2026 City Council meeting, the City Council approved an agreement with Raposo Engineering, Inc. for the project and project construction is anticipated Fall 2026.
WestLight Energy (formerly Peninsula Clean Energy) is a joint powers authority developed in 2016 to reduce greenhouse gas emissions by providing electricity from clean energy sources. The WestLight Energy EV Ready Program provides incentives for the installation of EV infrastructure at workplaces, multifamily buildings, and government facilities for fleet charging. On January 13, 2025, City Council approved a fund reservation agreement with WestLight Energy for the City to receive up to $270,000 to offset the expense of the installation of EV chargers at three City facilities for fleet charging. The City is eligible for $5,000 per Level 2 port installed and a maximum of $90,000 per facility. The proposed Resolution accepts and appropriates $60,000 from WestLight Energy to the Green Fleet Charging Infrastructure Project 46C003 for the 12 Level 2 charging ports that are being installed at the Corporation Yard.
BUDGET IMPACT:
This Resolution includes acceptance and appropriation of the $60,000 grant funds from WestLight Energy to the Green Fleet Charging Infrastructure Project 46C003.
ENVIRONMENTAL DETERMINATION:
This funding acceptance and appropriation for the installation of electric vehicle charging infrastructure at the Corporation Yard is exempt from CEQA, because the installation of vehicle chargers consists of the minor alteration of an existing facility. (CEQA Guidelines Section 15301.)
STRATEGIC PLAN ALIGNMENT
This project is in alignment with the Climate Resiliency initiative and goal of implementing the Climate Action Plan to meet greenhouse gas emissions targets.
