RESOLUTION NO. ____ (2026)
APPROVE AN ALTERNATIVE PURCHASING PROCEDURE FOR THE PURCHASE OF THREE (3) NEW BMW RT-P 1200 MOTORCYCLES FOR THE POLICE DEPARTMENT IN THE AMOUNT OF $144,254.94 WHEREAS, the City seeks to purchase three (3) new BMW RT-P 1200 motorcycles for the Police Department in the amount of $144,254.94; and
WHEREAS, San Mateo Municipal Code Section 3.60.030 generally requires competitive bidding for contacts of $100,000 or more; and
WHEREAS, San Mateo Municipal Code Section 3.60.070(h)(3) authorizes the City Council to approve alternative purchasing procedures when it is in the best interest of the City; and WHEREAS, Sourcewell (formerly NJPA) conducts competitive solicitations through its cooperative purchase program, including Contract No. 091521-NAF for the purchase of BMW motorcycles; and WHEREAS, National Auto Fleet Group (NAFG), A Division of Chevrolet of Watsonville, is authorized to fulfill the City’s purchase under the Sourcewell contract; and WHEREAS, staff recommends purchasing three (3) new BMW RT-P 1200 motorcycles from NAFG using Sourcewell contract pricing as being in the best interest of the City.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. This City Council action is not a project subject to CEQA because it can be seen with certainty that there is no possibility that the purchase of three (3) new BMW RT-P 1200 motorcycles for Police Department use will have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)

2. In accordance with Municipal Code Section 3.60.070(h)(3), the purchase of three (3) BMW RT-P 1200 motorcycles from NAFG using pricing obtained through Sourcewell Contract No. 091521-NAF is in the City’s best interest based on the following:
a. BMW RT-P 1200 motorcycles meet the operational and specification requirements of the Police Department; and
b. Sourcewell conducted a competitive solicitation process for the applicable contract, providing the City with competitively established pricing.

3. The alternative purchasing procedure utilizing Sourcewell Contract No. 091521-NAF is approved in accordance with Municipal Code Section 3.60.070(h)(3).

4. The purchase of three (3) BMW RT-P 1200 motorcycles in the amount of $144,254.94, with a contingency reserve in the amount of $15,000, is approved.
