RESOLUTION NO. ____ (2026)

ACCEPTING WESTLIGHT ENERGY ELECTRIC VEHICLE READY PROGRAM GRANT FUNDS IN THE AMOUNT OF $60,000 FOR THE INSTALLATION OF ELECTRIC VEHICLE CHARGING INFRASTRUCTURE AND APPROPRIATING $60,000 TO GREEN FLEET CHARGING INFRASTRUCTURE PROJECT 46C003 WHEREAS, electric vehicle (EV) charging infrastructure is necessary to electrify the City’s fleet in alignment with the City’s Climate Action plan to reduce greenhouse gas emissions from transportation; and WHEREAS, WestLight Energy (formerly Peninsula Clean Energy) is a joint powers authority developed in 2016 to reduce greenhouse gas emissions by providing electricity from clean sources; and

WHEREAS, the WestLight Energy EV Ready Program provides incentives for the installation of EV infrastructure at workplaces, multifamily buildings, and government facilities for fleet charging; and WHEREAS, on January 13, 2025, the City Council approved a fund reservation agreement with WestLight Energy for the City to receive up to $270,000 to offset the expense of the installation of EV chargers at three City facilities for fleet charging; and
WHEREAS, through the WestLight Energy EV Ready Program, the City is eligible for $5,000 per Level 2 port installed; and
WHEREAS, the City will install 12 Level 2 EV charging ports at the Corporation Yard to support electric fleet vehicles and is eligible for $60,000 in program funding.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. Acceptance and appropriation of funding for the installation of electric vehicle charging infrastructure at the Corporation Yard is exempt from CEQA, because the installation of vehicle chargers consists of the minor alteration of an existing facility. (CEQA Guidelines Section 15301.)

2. City Council hereby authorizes and directs the City Manager to execute all required documentation to receive the grant funds.

3. An appropriation of $60,000 to the Green Fleet Charging Infrastructure Project 46C003 is authorized.
