CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.

4. Citywide Comprehensive Speed Limit Update — Ordinance Adoption Adopt an Ordinance establishing updated speed limits on 108 roadway segments citywide that do not result in an increase to the existing posted speed limit, superseding applicable existing Ordinances establishing speed limits on City roadways. School zone speed limits previously adopted will remain unaffected.

CEQA: This Ordinance adoption is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)

5. Mosquito & Vector Control District Board of Trustees Appointment Subcommittee — Appointment Recommendation
1 of 5
Appoint Mina Yaroslavsky Bressler to the Mosquito & Vector Control District Board of Trustees for a 4-year term through October 7, 2030, and place Christina Galletti on a six-month eligibility list should a vacancy occur.

CEQA: This action is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

6. WestLight Energy Member Agency Grant — Amendment
Approve Amendment No. 1 to the WestLight Energy Member Agency Grant Program Agreement to extend the term to December 31, 2028; and authorize the City Manager to execute Amendment No. 1 in substantially the form presented.

CEQA: Approval of Amendment No. 1 to the Westlight Energy Member Agency Grant Program Agreement is exempt from CEQA as “existing facilities,” because the projects affected consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.) In addition, the funding for electric equipment and vehicles is exempt under the “common sense” exemption, in that it can be seen with certainty that there is no possibility that these activities in question may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)

7. Library Materials Acquisition – Agreement
Approve an Agreement with Midwest Tape LLC to provide physical and digital library materials including access to the Hoopla Platform, which allows the library to provide their users with access to digital media content using smart phones, tablets, computers, streaming devices, and web browsers in an amount not to exceed $300,000 annually for fiscal years 2025-26, 2026-27, and 2027-28, with an optional three-year term extension, for a potential total agreement amount not to exceed $1,800,000; and authorize the City Manager to approve any appropriate changes that do not increase the total not to exceed amount and execute the agreement on behalf of the City.

CEQA: This agreement with Midwest Tape is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)

8. Collection System Construction Management Services for Various Projects — Agreements Approve five-year agreements with three professional services firms, Tanner Pacific, Inc., 4Leaf, Inc., and Marina Construction Management, Inc., in amounts not to exceed $3,000,000 each, to provide as-needed construction management services for various sanitary sewer collection system projects and authorize the Public Works Director to execute the agreements in substantially the form presented and issue project-specific task orders under these agreements.

CEQA: Council action on this item is exempt from CEQA review under section 15061 (b)(3) of the CEQA Guidelines, since entering into a professional services contract will not have a significant effect on the environment. The resulting sewer collection system projects are Categorically Exempt from CEQA requirements under section 15301 of CEQA guidelines, as they will be replacing existing facilities.

9. Child Care Facility Fund Program Loan Documents – Revision and Amendment Approve a Loan Agreement Amendment, Deed of Trust, and Promissory Note with Mighty Tiger Preschool, LLC to change the real property loan collateral for the Child Care Facilities Fund loan in the remaining amount of $344,000; and authorize City Manager to execute the Loan Agreement Amendment, Deed of Trust, and Promissory Note in substantially the form presented.
2 of 5
CEQA: This loan collateral change is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)

10. Parking Enforcement Services — Amendment
Approve Amendment No. 4 to the agreement with Laz Parking for Citywide parking enforcement in the amount of $1,581,576 for a new agreement total not to exceed $9,375,151; and authorize the Chief of Police to execute the amendment in substantially the form presented.

12. Master Services Purchasing Agreement — Amendment
Approve Amendment No. 1 to the Master Services and Purchasing Agreement with Axon Enterprise, Inc., to provide Automated License Plate Readers and related technology for a 98 month term in the amount of $1,145,260.45, for a new cumulative agreement total of $8,495,312.58; and authorize the Chief of Police to execute the agreement in substantially the form presented.

CEQA: This action is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)

(CEQA Guidelines Section 15378(b)(5).) The underlying Project will undergo its own environmental review under CEQA as part of the development review process.

OLD BUSINESS

14. Storm Drain Master Plan Update — Adoption
Approve a Resolution to adopt the updated Storm Drain Master Plan. 3 of 5
CEQA: Adoption of the 2026 Storm Drain Master Plan is exempt from the California Environmental Quality Act (CEQA) since it is a feasibility or planning study for possible future actions which the City of San Mateo has not approved, adopted, or funded. The individual projects in the Plan are not yet funded, and each project will require a separate CEQA analysis at time of design and construction. (CEQA Guidelines Section 15262.) Very high priority and other individual capital improvement projects identified in the SDMP will be required to comply with CEQA prior to implementation. The City will satisfy applicable CEQA requirements through the preparation of the appropriate environmental documentation, such as an Environmental Impact Report (EIR) or Mitigated Negative Declaration (MND), unless the project qualifies for a categorical exemption under CEQA.
