PREPARED BY: Police Department
MEETING DATE: October 05, 2026
SUBJECT:

Parking Enforcement Services — Amendment
RECOMMENDATION:

Approve Amendment No. 4 to the agreement with Laz Parking for Citywide parking enforcement in the amount of $1,581,576 for a new agreement total not to exceed $9,375,151; and authorize the Chief of Police to execute the amendment in substantially the form presented.

BACKGROUND:

The City of San Mateo has contracted for parking enforcement services with LAZ Parking (formerly Serco) since 2019.

Enforcement activities in the City commenced in 2020, with a scope of work including issuing parking citations for observed violations in the Downtown commercial district, Residential Parking Permit Program (RPPP) zones, and for street sweeping violations; completing data entry and uploading citation data for processing; monitoring equipment and signage and reporting any damage; and performing other duties as needed such as traffic control and operational support at special events. The current contract was originally executed in 2021 in the amount of $2,034,004 for a term ending on November 30, 2022. The contract has been amended three times before. In 2022, Amendment No. 1 was executed to extend the term and increase compensation by $2,773,216. In 2024, Amendment No. 2 was executed to extend the term and increase compensation by $1,464,506. In 2025, Amendment No. 3 was executed to extend the term and increase compensation by $1,521,849.

The term of the current amended contract concludes on November 30, 2026, with an option to extend for an additional one (1) year term. The service provided by LAZ continues to meet expectations, and staff wishes to continue to partner with LAZ for parking enforcement services and exercise the option to extend the contract for an additional year.

Amendment No. 4 extends the term for one year, and increases compensation by four percent, which is aligned with prior annual increases.

BUDGET IMPACT:

Parking enforcement activities are funded by the Downtown Services Fund. Costs for contracted enforcement services are included in the Police Department’s operating budget, and the cost of Amendment No. 4 can be accommodated within the adopted 2026-27 budget.

ENVIRONMENTAL DETERMINATION:

This action is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)
