Agenda Number: 8 Section Name: CONSENT CALENDAR Account Number: 72-4674 File ID: 26-12645 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: October 05, 2026
SUBJECT:

Collection System Construction Management Services for Various Projects — Agreements RECOMMENDATION:

Approve five-year agreements with three professional services firms, Tanner Pacific, Inc., 4Leaf, Inc., and Marina Construction Management, Inc., in amounts not to exceed $3,000,000 each, to provide as-needed construction management services for various sanitary sewer collection system projects and authorize the Public Works Director to execute the agreements in substantially the form presented and issue project-specific task orders under these agreements.

BACKGROUND:

The sanitary sewer collection system requires regular rehabilitation and various infrastructure upgrades to improve wastewater system capacity, flow management, and reduce inflow and infiltration to comply with regulatory requirements. Construction management services will provide as-needed support for future collection system improvement projects, which include sewer rehabilitations/repair, lift station rehabilitations/upgrades, and increased sewer capacity improvements related to new developments.

In May 2026, a Request for Qualifications (RFQ) for as-needed construction management services for post-Clean Water Program collection system projects was issued. Six firms responded to the RFQ. Staff evaluated the proposals based on proposal quality, key staff, project understanding, past performance, local experience, scope and approach, references, and skill set, and determined that three consultants were best qualified to provide the required services for the Clean Water Program: Tanner Pacific, Inc. (Tanner Pacific), 4Leaf, Inc. (4Leaf), and Marina Construction Management, Inc. (MCM). The three retained consultants may provide on-call construction management services for collection system evaluation and rehabilitation needs.

Staff recommends awarding agreements to Tanner Pacific, 4Leaf, and MCM, each in an amount not to exceed $3,000,000, for a five-year term through June 30, 2031. The scope of work for project-specific task orders will be determined on an asneeded basis and issued by the Public Works Director.

BUDGET IMPACT:

There are sufficient funds in the Annual Sanitary Sewer Rehabilitation (46s191) and Sanitary Sewer CCTV Inspection Program (46s193) project budgets to fund these three agreements.

ENVIRONMENTAL DETERMINATION:

Council action on this item is exempt from CEQA review under section 15061 (b)(3) of the CEQA Guidelines, since entering into a professional services contract will not have a significant effect on the environment. The resulting sewer collection system projects are Categorically Exempt from CEQA requirements under section 15301 of CEQA guidelines, as they will be
