PREPARED BY: City Manager's Office
MEETING DATE: October 05, 2026
SUBJECT:

WestLight Energy Member Agency Grant — Amendment
RECOMMENDATION:

Approve Amendment No. 1 to the WestLight Energy Member Agency Grant Program Agreement to extend the term to December 31, 2028; and authorize the City Manager to execute Amendment No. 1 in substantially the form presented.

BACKGROUND:

WestLight Energy (formerly Peninsula Clean Energy) is a joint powers authority developed in 2016 to reduce greenhouse gas emissions by providing electricity from clean energy sources. In 2024, the WestLight Energy Board of Directors authorized a one-time allocation of $11.5 million in surplus funds for member agencies to implement local energy projects through the WestLight Energy Member Agency Grant Program. This is a noncompetitive funding source for which the City of San Mateo is eligible for $1,406,718. Eligible projects must align with WestLight Energy’s goal of carbon neutrality through the advancement of electrification of transportation and buildings.

On December 9, 2024, the City Council approved an agreement with WestLight Energy and adopted a resolution to accept and appropriate the WestLight Energy Member Agency Grant Program funding to support the following projects:

1. Electric vehicle (EV) charging infrastructure for City Fleet

2. Electrifying the Marina Library

3. High Voltage Streetlight Conversion

4. Electric Landscaping Equipment for City Operations

5. Pilot Electric Motorcycle for Police Department
The current WestLight Energy Member Agency Grant agreement expires on December 31, 2026. The City has made progress on the implementation of all five projects but needs additional time to complete the EV charging infrastructure for City fleet and the electrification of Marina Library. The proposed amendment does not provide or request any additional funding; it solely extends the term of the existing agreement through December 31, 2028 to allow the City additional time to complete the remaining projects using previously awarded grant funds.

BUDGET IMPACT:

This Agreement Amendment No. 1 has no additional budget impact, as it only extends the term of the existing agreement and does not provide or require additional funding. A previous City Council action on December 9, 2024 adopted a resolution to accept and appropriate the $1,406,718 grant funding into various Capital Improvement Program projects including Green Fleet Charging Infrastructure Project 46C003, the Marina Library Structural Improvement Project 665100, and the High Voltage Streetlight Conversion Project 460040.

CITY OF SAN MATEO
ENVIRONMENTAL DETERMINATION:

Approval of Amendment No. 1 to the Westlight Energy Member Agency Grant Program Agreement is exempt from CEQA as “existing facilities,” because the projects affected consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.) In addition, the funding for electric equipment and vehicles is exempt under the “common sense” exemption, in that it can be seen with certainty that there is no possibility that these activities in question may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
