SUBJECT:
Citywide Comprehensive Speed Limit Update — Ordinance Adoption RECOMMENDATION:
Adopt an Ordinance establishing updated speed limits on 108 roadway segments citywide that do not result in an increase to the existing posted speed limit, superseding applicable existing Ordinances establishing speed limits on City roadways.
School zone speed limits previously adopted will remain unaffected.
BACKGROUND:
On September 22, 2026, the City Council considered the Citywide Comprehensive Speed Limit Update and introduced a modified Ordinance establishing updated speed limits on roadway segments evaluated through the Engineering and Traffic Survey (ETS) process.
Following discussion, the City Council introduced a modified Ordinance that includes the 108 roadway segments where the recommended speed limit would either remain unchanged or decrease from the existing posted speed limit. The City Council directed staff to exclude the remaining 15 roadway segments where the ETS recommended a speed limit increase and to return those segments for further discussion at a future study session.
The changes requested by the City Council following introduction are reflected in the attached Ordinance, including both the clean version provided as Attachment 1 and the tracked changes version provided as Attachment 2.
If adopted, the Ordinance will become effective 30 days after adoption.
BUDGET IMPACT:
Implementation of the recommended speed limit changes will require sign verification and updates across the affected roadway segments. This work will be completed by a combination of contracted work and work performed by the Public Works Department’s Field Maintenance Division. The total cost is estimated at approximately $50,000. Costs will be absorbed within the existing Citywide Engineering and Traffic Study Update (46R034) project budget and are not expected to require additional appropriation.
ENVIRONMENTAL DETERMINATION:
This Ordinance adoption is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)
