CITY OF SAN MATEO
RESOLUTION NO. ____ (2026)
ADOPTING THE CITY OF SAN MATEO 2026 STORM DRAIN MASTER PLAN WHEREAS, the City's storm drain system, which includes pipes, creeks, channels, and pump stations, was last comprehensively evaluated under the 2004 Storm Drain Master Plan; and WHEREAS, the 2004 Storm Drain Master Plan’s evaluation included recommended maintenance and capital improvements; and
WHEREAS, the City’s efforts to implement the recommended maintenance and capital improvements related to storm drain infrastructure upgrades and interior flooding risk were largely limited to maintenance and repair of the existing system due to a lack of dedicated funding; and WHEREAS, in November 2023, following a 2023 property-owner ballot, City Council adopted the Community Flood and Storm Protection Fee, generating approximately $4 million annually and enabling the City to commission an update to the Storm Drain Master Plan; and WHEREAS, following a January 2024 Request for Proposals, the City selected Schaaf & Wheeler (S&W) to prepare the 2026 Storm Drain Master Plan (SDMP); and WHEREAS, S&W subsequently prepared the 2026 SDMP, which included performing a Citywide condition assessment, developing a hydraulic and hydrologic model of the City's storm drain system, simulating system performance under various storm events both with and without proposed capital improvements, evaluating anticipated 2050 and 2100 climate change impacts, and preparing a prioritized list of capital improvements;
WHEREAS, the Sustainability and Infrastructure Commission has recommended the City Council adopt the 2026 Storm Drain Master Plan.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. In accordance with CEQA Guidelines Section 15262, adoption of the 2026 Storm Drain Master Plan is exempt from CEQA review since it is a feasibility or planning study for possible future actions which the City of San Mateo has not approved, adopted, or funded. The individual projects in the Plan are not yet funded, and each project will require a separate CEQA analysis at time of design and construction.

2. The City of San Mateo's 2026 Storm Drain Master Plan is adopted.
