SUBJECT:

Supervisory Control and Data Acquisition System Programing and Integration Services — Agreement RECOMMENDATION:

Approve an on-call agreement with Partners in Control, Inc. DBA Enterprise Automation, LLC for Wastewater Treatment Plant Programmable Logic Controller, Human-Machine Interface, and Supervisory Control and Data Acquisition system services in an amount not to exceed $3,200,000 for a three-year term, with two (2) optional one-year extensions of up to $1,100,000 per year at the City’s discretion, for a potential total agreement amount of $5,400,000 and authorize the Public Works Director to execute the agreement substantially in the form presented, issue project-specific task orders, and to amend the agreements within the budget amount.

BACKGROUND:

The Supervisory Control and Data Acquisition (SCADA) system allows City staff to monitor and control processes at the Wastewater Treatment Plant (WWTP). As a critical system for plant operations and alarm monitoring, SCADA requires ongoing maintenance, programming, repair, and system updates to ensure reliable operation. In addition, the City has identified several capital improvement projects needed to maintain and improve WWTP reliability, performance, and safety. These projects are intended to upgrade aging infrastructure, improve system reliability, increase solids handling capacity, and enhance treatment processes. The improvements also support regulatory compliance and the City’s sustainability goals by strengthening wastewater treatment and conveyance infrastructure and providing long-term environmental benefits to the City and San Francisco Bay.

Over the next five years, the City plans to implement upgrades to the existing Wastewater Treatment Plant (WWTP). The work associated with these improvements is organized into two categories:

1. Capital improvement projects, which include projects required to maintain or improve WWTP reliability, performance, and safety; and

2. Ongoing maintenance and improvements, which include services that support WWTP maintenance and daily plant operations by ensuring the reliability and functionality of the process control and the SCADA systems.

The proposed agreement for the on-call Program Logic Controller (PLC), Human-Machine Interface (HMI), and SCADA integration services support these improvements. The required on-call professional services include, but are not limited to, project management, installation, troubleshooting, system modifications, programming, alarm programming, testing, startup, commissioning, documentation, emergency response, and related integration services necessary to maintain reliable operation and improve system functionality.

To support these efforts, the City issued a Request for Qualifications (RFQ) on June 29, 2026, seeking a qualified System Integrator (SI) firm. By the July 21, 2026, submission deadline, the City had received four Statements of Qualifications

CITY OF SAN MATEO
(SOQs). The SI firms were Partners in Control, Inc. DBA Enterprise Automation, LLC (EA), Telstar, TJC Associates, and ACET Solutions. Staff evaluated and scored the SOQs in accordance with the criteria established in the RFQ. These criteria were based on qualifications, relevant WWTP experience, key personnel, understanding of the City’s process control systems and capacity to support both capital projects and ongoing operational needs. The City determined EA was the most qualified SI respondent.

The estimated agreement value was developed based on anticipated system integration needs for the identified capital improvement projects, and ongoing SCADA maintenance and improvements. System integration costs for capital projects were estimated at approximately 3% to 20% of anticipated construction costs, depending on project size and system integration complexity, with a maximum allowance of 20% per project. Ongoing maintenance and improvements were estimated at $160,000 annually based on historical costs.

Based on the above, staff recommends awarding the agreement to EA with an amount not to exceed $3,200,000 for an initial three-year term. Each agreement also includes two optional one-year extensions in the amount of up to $1,100,000 per year, which the City may exercise at its discretion, for a total potential agreement amount of $5,400,000. The specific scope of work, schedule, and budget for each project task order will be issued on an as-needed basis and approved by the Public Works Director.

BUDGET IMPACT:

Sufficient funds are available in the Clean Water Program and Wastewater Treatment Plant Capital Improvement Project budgets for these services.

ENVIRONMENTAL DETERMINATION:

Approval of professional consultant agreements to support future projects to maintain or improve the Wastewater Treatment Plant is exempt from CEQA as an “existing facility,” because support of the underlying projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)

STRATEGIC PLAN ALIGNMENT
