Agenda Number: 5 Section Name: CONSENT CALENDAR Account Number: 10-2311 File ID: 26-11510 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Human Resources Department
MEETING DATE: October 19, 2026
SUBJECT:
Merit and Per Diem Salary Schedules — Adoption
RECOMMENDATION:
Adopt a Resolution to adopt Merit and Per Diem salary schedules as standalone documents detailing the rates of pay for each City classification, and to maintain these salary schedules as publicly available documents for at least five years.
BACKGROUND:
Title 2 of the California Code of Regulations (CCR) Section 570.5 requires Council to adopt a full salary schedule as a standalone document detailing the rates of pay for each classification, and to maintain this salary schedule as a publicly available document for at least five years. The California Public Employees’ Retirement System (CalPERS) uses this salary schedule to determine the “compensation earnable” when calculating the monthly pension an individual will receive when they retire. “Compensation earnable” is defined by the Public Employees Retirement Law (PERL) Government Code Sections 20636 and 20636.1 as “pay rates and special compensation as defined in the statutes.” The City's Merit Salary Schedules are consistent with classifications and pay rates for current employees at this time, and no changes to the various salary ranges are proposed by the adoption of the salary schedules. The Merit and Per Diem Salary Schedules (Attachments A-W) reflect salary changes previously agreed upon by MOU or compensation agreements.
Salary schedules are periodically brought to Council for approval in compliance with CalPERS and PERL. Salary schedules are available to the public on the City's website.
The last salary schedules brought forth for Council approval for the Department Heads, Deputy Directors, and for merit employees were in November 2025. The last salary schedules brought forth for Council approval for the City Manager and City Attorney was in February 2026. To ensure compliance with CalPERS regulations, all updated salary schedules for Department Heads, Deputy Directors, City Manager, City Attorney since April 2024 and merit and per diem employees since March 2025 have been included herein.
BUDGET IMPACT:
This action is administrative in nature and does not alter employee pay rates, benefits, or approved compensation. It is intended solely to satisfy CalPERS requirements for maintaining publicly available salary schedules. Salary and benefit costs are already included in the adopted FY 2026–27 Budget; therefore, this action will not require any additional appropriations or increase to the current budget.
ENVIRONMENTAL DETERMINATION:
This Resolution is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
