Agenda Number: 6 Section Name: CONSENT CALENDAR Account Number: 26-3111 File ID: 26-12686 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: October 19, 2026
SUBJECT:

High Voltage Streetlight Conversion Project — Agreement RECOMMENDATION:

Approve an agreement with St. Francis Electric, LLC for construction of the High Voltage Streetlight Conversion (Phase 4) Project in the amount of $3,194,000; establish a contingency reserve in the amount of $480,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within contingency amounts.

BACKGROUND:

The High Voltage Streetlight Conversion (Phase 4) Project (Project) is part of the High Voltage Streetlight Conversion Program which is converting outdated high voltage streetlight circuits to modern low voltage circuits. The low voltage circuits are safer and more reliable. The conversion also enables the City to replace the old streetlights with more energy efficient LED versions.

Project Scope
The project will convert nine (9) high voltage streetlight circuits, consisting of 122 streetlights, to low voltage circuits. The conversion work will include installing underground conduit, pull boxes, and electrical conductors; replacing old streetlights with LED versions; and establishing new electrical service connections with Pacific Gas & Electric. The Engineer’s Estimate for the project is $4,000,000.00.

Project Bid
The Project was advertised on July 30, 2026, and a total of four (4) bids were received and opened on September 3, 2026.

The bids received are listed below in order of increasing bid amount.

CONTRACTOR BID AMOUNT
St. Francis Electric, LLC $3,194,000
Bay Area Lightworks, Inc. $3,390,000
Daleo, Inc. $4,391,190
Columbia Electric, Inc. $4,690,000
Based on a review of the bids received, staff recommends for City Council to award the agreement to St. Francis Electric, LLC as the lowest responsive, responsible bidder.

Staff also recommends a $480,000 contingency (approximately 15% of the contract value) to be established based on past conversion projects experiencing unforeseen changes associated with the new PG&E service connections and various other causes.
