Agenda Number: 9 Section Name: CONSENT CALENDAR Account Number: 10-6121 File ID: 26-12715 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: October 19, 2026
SUBJECT:
Eucalyptus Pruning Services in Various Parks — Agreement RECOMMENDATION:
Approve an agreement with The Davey Tree Expert Company for tree pruning in the amount of $151,875.00; authorize a 10% contingency of $15,187.00, for a total amount not to exceed $167,062.00; and authorize the Interim Director of Parks and Recreation to execute the agreement in substantially the form presented and issue change orders within the contingency amount.
BACKGROUND:
Staff identified 240 Eucalyptus Trees throughout the parks within the City of San Mateo that are in need of pruning to improve their form and enhance their longevity while also reducing the likelihood of branch failure. A Request for Bids was published on the City's Bid Posting webpage on August 31, 2026. By the closing date of September 14, 2026, the City received six responsive bids, and the results were as follows:
• The Professional Tree Care Company – $576,000.00
• West Coast Arborists, Inc. – $450,000.00
• Julian Tree Care- $235,000.00
• Tree Service Unlimited – $196,576.00
• California Tree Solutions – $164,690.00
• The Davey Tree Expert Company–$151,875.00
Staff recommends the Agreement be awarded to The Davey Tree Expert Company as the lowest responsive and responsible bidder and based on their proven track record of successfully performing similar city-wide pruning projects in San Mateo and surrounding cities.
BUDGET IMPACT:
There are sufficient monies in the Tree Division contractor services budget (10-6121-5281) to fund the recommended work.
ENVIRONMENTAL DETERMINATION:
This Park Eucalyptus Pruning Service is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)
