FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: October 19, 2026
SUBJECT:

Wastewater Treatment Plant Construction Management Services — Agreements RECOMMENDATION:

Approve professional services agreements for as-needed Wastewater Treatment Plant Construction Management services with Tanner Pacific, Inc. and HDR Engineering, Inc., each for an amount of $4,000,000 over a three-year term, with two (2) optional one-year extensions at the City’s discretion of up to $1,000,000 per year each, for potential total agreement amounts of $6,000,000 each; and authorize the Public Works Director to execute the agreements substantially in the form presented, issue project-specific task orders under these agreements, and amend the agreements within the agreement amount.

BACKGROUND:

The City has identified capital improvements needed to maintain and/or improve the Wastewater Treatment Plant‘s (WWTP) reliability, performance, and safety. These projects are intended to upgrade aging infrastructure, enhance reliability, reduce inflow and infiltration, provide capacity for wet weather flows, and improve the treatment processes in the City’s WWTP. The projects will also address regulatory needs and will help the City achieve its sustainability goals by optimizing wastewater treatment and conveyance infrastructure, providing significant long-term environmental benefits to the City and San Francisco Bay for many years to come.

On May 21, 2026, the City issued a Request for Qualifications (RFQ) for as-needed construction management services for post-Clean Water Program (CWP) wastewater treatment plant projects, with the intention of selecting two firms. The City received Statements of Qualifications (SOQs) from three firms: Tanner Pacific, Inc. (Tanner Pacific), HDR Engineering, Inc. (HDR), and 3D Built. Staff evaluated the proposals based on proposal quality, key staff, project understanding, past performance, local experience, scope and approach, references, and skill set. Staff determined that Tanner Pacific and HDR were the most qualified firms to provide as-needed WWTP construction management services.

The proposed as-needed construction management agreements will support several WWTP capital improvement projects over the next five years. Services may include, but are not limited to, management and coordination of construction activities, project and contract administration, schedule review, review of contractor submittals and Requests for Information (RFIs), constructability review, construction inspection and observation, change order management, coordination of testing, startup and commissioning, and project close-out and acceptance. The estimated agreement value was developed based on anticipated construction management needs for the identified capital improvement projects, with costs estimated at approximately 12% of construction costs.

Based on the above, staff recommends awarding agreements to Tanner Pacific and HDR, each in an amount not to exceed $4,000,000 for an initial three-year term. Each agreement also includes two (2) one-year extension options in the amount of up to $1,000,000 per year, which the City may exercise at its discretion. Project-specific task orders, including the scope

of work, schedule, and budget, will be issued as needed and approved by the Public Works Director.

BUDGET IMPACT:

Sufficient funds are available in the Clean Water Program and Wastewater Treatment Plant Capital Improvement Project budgets for these services.

ENVIRONMENTAL DETERMINATION:

Approval of professional consultant agreements to support future projects to maintain or improve the Wastewater Treatment Plant is exempt from CEQA as an “existing facility,” because support of the underlying projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)

STRATEGIC PLAN ALIGNMENT
This staff report supports the Infrastructure initiative.
