Agenda Number: 10 Section Name: CONSENT CALENDAR Account Number: File ID: 26-12728 TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: October 19, 2026
SUBJECT:

Security Cameras for Central Park Playground Improvements Project — Agreement RECOMMENDATION:

Adopt a Resolution to approve an alternate purchasing procedure and approve an agreement with Qovo Solutions, Inc. to provide and install additional security cameras for the Central Park Playground Improvements Project for $130,267.84; authorize a contingency amount of $19,540.00, for a total amount not to exceed $149,807.84; and authorize the Parks and Recreation Interim Director to execute the agreement in substantially the form presented and approve change orders within the contingency amount.

BACKGROUND:

The new playground at Central Park will be a signature destination feature of the park and will attract families and residents throughout the Bay Area. As part of this $8.8 million project, a single security camera was installed on the roof of the new restroom facility. The purpose is to deter vandalism and provide real-time video to law enforcement should a child go missing. However, after testing the camera capacity, it was determined the view only provides a small singular line of sight and fails to capture the entirety of the playground complex. Parks staff met with police and QOVO Solutions, Inc. to review the complex for feedback on additional security cameras and appropriate camera types. An additional six (6) camera locations were recommended within the playground footprint that provide clear views of the various areas, including entry and exit points.

San Mateo Municipal Code Section 3.60.070(e) allows authorized purchasing alternatives to assure compatibility with other City products, equipment, or offices or because the brand name or compatible product has superior performance results as determined through either City or other testing. In this case, the Information Technology Department has selected Qovo Solutions, Inc. to provide both design and installation services for Verkada security cameras in other City departments. By using a single security camera vendor across all departments, the City maintains a unified network and a centralized support system. Other city departments have successfully deployed these cameras across multiple locations over the past few years. This shared infrastructure streamlines operations for other departments, including Public Works and the Police Department.

BUDGET IMPACT:

There are sufficient funds in the Central Park (610027) Project to cover the purchase of additional cameras for the playground.

ENVIRONMENTAL DETERMINATION:

This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)
