CITY OF SAN MATEO
RESOLUTION NO. ____ (2026)

APPROVING AN ALTERNATIVE PURCHASING PROCEDURE FOR AN AGREEMENT WITH QOVO SOLUTIONS, INC. FOR SECURITY CAMERAS IN CENTRAL PARK WHEREAS, the new playground at Central Park will be a signature destination feature of the park and will attract families and residents throughout the Bay Area; and WHEREAS, the one camera that was installed as part of the playground renovation only provides a small singular line of sight and does not capture the entirety of the playground complex; and WHEREAS, staff met with San Mateo Police Department and Qovo Solutions, Inc. and determined that an additional six (6) camera locations were recommended within the playground footprint to provide clear views of the various areas, including entry and exit points; and WHEREAS, by using a single security camera vendor across all departments, the City maintains a unified network and a centralized support system; and
WHEREAS, pursuant to San Mateo Municipal Code Section 3.60.070(e), shared infrastructure streamlines operations for other departments, including Public Works and the Police Department; and WHEREAS, based on these circumstances, staff recommends award of an agreement to Qovo Solutions, Inc. in the amount of $130,267.84 for security camera purchase and installation.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. Adoption of the Resolution approving an alternative purchasing procedure to award an agreement to Qovo Solutions, Inc. is not a project subject to CEQA because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations of existing public or private structures, facilities, mechanical equipment, or topographical features of an “existing facility”. (CEQA Guidelines Section 15301.)

2. In accordance with the San Mateo Municipal Code Section 3.60.070(e), the authorization of a purchasing alternative is in the City's best interest because Qovo Solutions, Inc. has specialized knowledge of the equipment and camera systems used in the City of San Mateo and Central Park.
