Mayor Xavier and members of the City Council I am Janet Pottier and a resident of the Old Town Area of San Pablo.

I would like to address the part of the report that deals with Richmond High School and 23 rd Street. I frequently need to
drive down 23rd Street but this is almost impossible when the students of Richmond High School are coming to or leaving school. The students cross 23rd Street in a constant stream and often no traffic can move for 10 minutes or more. The crosswalk right in front of the school should have traffic light with a walk/don’t walk signal or a crossing guard.

I realize that Richmond High School is in the City of Richmond but the street is in San Pablo making any improvement requiring some
agreement between the two cities but for the safety of the students as well as the vehicles there needs to be a solution this twice a day blockage of the road.

It is also noted in the report the misuse of the center turn lane . Imp atient drivers use at as a way to pass halted traffic sometimes at high speeds for several blocks . This makes it difficult to safely make a left turn at an intersection or into a business as well as endangering pedestrians.

The halted traffic on 23rd Street is not solely a result of the High School but it is a major contributing factor during the times the students are entering or leaving the school. It may require a study that goes beyond Safe Routes to School.
