51 Future City-Initiated Funding Mechanisms for Youth Programs and/or Municipal Broadband/Fiber Infrastructure Previous City Council Action: Future Funding Mechanisms Resolution #2016-139 (03/14/16) MARCH 14, 2016 CITY COUNCIL ACTION:
❖ Authorize the City Council to accept the summary findings and results of the 2016 Annual Community Survey from SRI, Inc.; and
❖ Authorize the City Manager to proceed with prioritization and planning for the following possible City-initiated potential funding mechanisms for further policy consideration and evaluation by the City Council in sequential order, as follows:
• Rank #1: Municipal Broadband Fiber Optic Project Funding Mechanism (O&M Annual Costs) • Rank #2: Measure Q Sales Tax Measure Funding Mechanism (Extension beyond 2022) • Rank #3: Childhood Obesity Prevention Funding Mechanism Note: As a result of this prioritization of potential local funding mechanisms by adopted Resolution, Rank #1 and #3 potential funding measures noted above were later determined by the City Council not to be viable local tax measures for the local electorate at that time. However, Rank #2 potential funding measure resulted in the Measure Q Sales Tax Extension (Measure S) which was successfully adopted by 79.19% local voter support on the City municipal ballot on November 3, 2020.

Future City-Initiated Funding Mechanisms for Youth Programs and/or Municipal Broadband/Fiber Infrastructure CITY CONCERN: FUTURE STATE-WIDE RESTRICTIONS ON FUTURE LOCAL FUNDING MEASURES State-wide Ballot Initiative: The Taxpayer Protection and Government Accountability Act (State Initiative No. #AG21-0042A1) Filed with State Attorney General’s Office in December 2021.

Petition/Signature Deadline: April 29, 2022 to qualify for November 2022 State-wide ballot. If passed by voters state-wide, the initiative could impact the ability of local cities in funding local tax measures, as follows:
• Impose a new CA Constitutional Amendment on all government proposed tax initiatives requiring a 2/3rds voting threshold; and
• Lower annual state and local revenues, potentially substantially lower, depending on future actions of the Legislature, local governing bodies, voters, and the courts; and • Impacts nearly $1.5B in local government revenues collectively for local cities and counties; and • Taxes adopted after Jan. 1, 2022, that do not comply with the new rules, are void unless reenacted; and • New taxes can be imposed only for a specific time period. • League of CA Cities (Cal-Cities) State-wide Coalition is OPPOSED to this initiative ❖ MARCH 7, 2022 CITY COUNCIL ACTION: 5-0 VOTE; UNANIMOUSLY OPPOSSED (CC Reso. No. #2022-036)
