This Amended and Restated Service Agreement between West Contra Costa Integrated Waste Management Authority and the City of San Pablo (“Amended Agreement”) is made and entered into on July 1, 2022, by and between WEST CONTRA COSTA INTEGRATED WASTE MANAGEMENT AUTHORITY (“WCCIWMA”) a joint powers agency existing under the laws of the state of California, hereinafter referred to as “AUTHORITY” and the CITY OF SAN PABLO, a municipal corporation, hereinafter referred to as “CITY.”

RECITALS

B. City has continued to provide certain financial services to AUTHORITY but no longer provides human resource services to AUTHORITY.

C. As of July 1, 2022, AUTHORITY desires to begin the transition to handling its own financial management functions in-house. AUTHORITY desires to retain CITY to continue providing certain financial services during the period from July 1, 2022 through December 31, 2022 and specify the general terms regarding the transition.

D. AUTHORITY desires to obtain these services from CITY because:

2. CITY staff is qualified by education, experience, and proximity to perform the required duties.

E. AUTHORITY’s status as a separate entity from the CITY will be maintained and reflected in financial reports and records.
